With the rapid economic and social development in our country, the dramatic increase in urbanization and urban populations increases total amount of municipal solid waste. Moreover, the existing waste disposal methods have been unable to meet the occurring demands accordingly, As a matter of fact, the majority of cities are facing "junk Fortress Besieged" dilemma. Usually, local governments are liable to choose to establish urban waste incineration plants to treat the domestic waste, given the limited land resources and the strict requirements for environmental protection. Because Incineration can not only efficiently avoid the urban garbage pile which increase pressure on environment but also bring substantial economic benefits. In addition, due to a relatively late beginning of the technology development and application for garbage incineration power plant and insufficient local government financial resources to complete the project independently, the BOT (Build—operate—Transfer) model has become a main trend in construction of waste incineration fueled by power. Currently, BOT model in our waste disposal industry has been rapidly utilized in many waste incineration projects.But at the same time, China’s BOT projects on waste incineration power generation in the construction and operation of the risks faced by inadequate research, many waste incineration power generation BOT projects working condition is not very satisfactory. BOT project risk management issues as one of the core issues, both in theoretical research and practical application are the key issues.This issue is directly related to the government, the project company, the community and other parties interests of project participants and garbage incineration power generation business healthy, sustained and rapid development.Based on this, this paper carried out the waste incineration power generation of BOT project risk management system research of the problem.Chapter l,introduction.Firstly,this paper combs the research background, significance, etc., forming the basic logic structure. Secondly, the BOT model, BOT projects of refuse-Incineration power generation and BOT project risk management related concepts were defined. And the paper concludes the research of domestic and foreign scholars on the BOT model in waste incineration power generation projects. Finally, the paper expounds the main content and structure.Chapter2,the present situation of waste incineration power generation BOT project development and the necessity of risk management. The chapter can be divided into two parts:One is to analyze the current development of waste incineration power generation BOT project. Secondly, From three aspects of waste incineration power generation, the essay discusses the necessity of BOT project risk management.Chapter3,garbage incineration power generation of BOT project risk identification and evaluation method. This chapter introduces the theory of risk identification and assessment content, and that the method used in this study, which uses multi-case analysis on waste incineration power generation BOT projects to identify key risks and comprehensive application of the improved AHP and fuzzy evaluation method BOT projects on waste incineration power generation risk assessment.Chapter4,garbage incineration power generation of BOT project risk identification and evaluation of empirical research. Mainly in chuzhou city life garbage incineration power generation BOT project as an example, through the actual case detail case analysis method, which is a more specific application of the improved AHP and fuzzy evaluation model. Through the analysis of the case, the paper obtains a more meaningful risk conclusions.Chapter5,measures about how to prevent the risks in waste incineration power generation BOT projects. Based on the identification and assessment of risks above, a wide range of measures of practical significance are brought up to prevent the possible risks.
