| The orderly operation of the sanitation industry in any city is an important guarantee for the smooth operation of the city.Currently in China's major cities has approved by more than half of the city's sanitation services began to take the line of the market,which the outsourcing contract is market of the main way.But whether it is on the market,the government independent or half market and half government,have not been particularly good effect,some cities and even reverse contract ",the reasons behind this phenomenon worth our attention.Realization of outsourcing,the correct choice of outsourcing services and outsourcing model for government departments has important practical significance.This research adopts the method of combining theoretical research and empirical research on the Changsha F District Sanitation business outsourcing service providers choose to study,first to the F District Sanitation outsourcing service status inquiry,analysis of internal and external causes of the sanitation of outsourcing,and business outsourcing,Bao Liucheng of sanitation and sanitation target in outsourcing the problem;and then build F District Sanitation business outsourcing service provider selection index system,determine the final index system using the method of literature analysis and expert evaluation method,constructs the service strength,service resources,human resource management,service quality,service plans of the five indexes and 15 level two indexes;use case analysis and selection three outsourcing companies to study specific outsourcing projects,will do sanitation outsourcing providers on the choice of methods used in this case The effectiveness and practicality of the method of choosing the sanitation service outsourcing service provider is proved.Finally,according to the results of the research and the theory of environmental sanitation outsourcing,the development strategy of F district environmental sanitation service outsourcing is proposed. |
