A Research On The Effect Of Public Service Outsourcing Of The Power Supply Stations In The Villages And Towns

With the widespread use of outsourcing in the production of government public goods and services,people pay more attention to its implementation and effect.The rural electric power system in Hubei Province is suitable for the contracted construction of the state grid,and the rush repair business of the township power supply stations is outsourced.The different views on this new thing also caused controversy.Because of this,through a comprehensive understanding of villages and towns in our province power substation circuit repair business outsourcing implementation background,operation modes,development scale,accurately grasp the initiative in economic benefits,the degree of specialization,the maintenance efficiency and the effect of be practical and realistic analysis,it is very necessary and urgent.In order to further know more the current situation of the outsourcing of circuit repair about the township power station in our province.We sampled 204 township power station in Huanggang,Xiaogan,Yichang,Huangshi,Ezhou,Xianning that six prefecture-level cities.And through the preliminary research,will act 14 power stations as the subject of field work.Through the methods of literature research,questionnaire survey,follow-up,depth interview,we make clear the background of implementation of circuit repair outsourcing and recognize the need for this initiative.Through data analysis and comparative study,we found that after the implementation of outsourcing,the cost of rush repair decreased,the degree of specialization increased,and the efficiency of rush repair decreased.On the basis of the concrete analysis of these consequences,we predict that the outsourcing of circuit repair in our province will be carried out steadily for a long time,and the scope of outsourcing will be further expanded.However,the problem of time and efficiency about maintenance should be solved by improving the management and supervision of township power supply stations,clarifying the scope of responsibilities and rights of outsourcing units,and strengthening the process control of emergency repair.
