Although the new town is not the protagonist of city competition,it is facing greater pressure.When a new town fell into a "ghost town",its superficial reason is the lack of talents and industrial development,but the key reason is uncompetitive capabilities of public services.It can be said that explore how to more effectively capitalize the value of public services into the land,and then to recover the previous public investment through "land finance" and "taxes" to meet the needs of sustainable development is an urgent mission of new town.In this context,the paper focuses on the allocation of public service facilities.From the perspective of the public service capitalization cycle,the paper take the Sino-Singapore Eco-city as a case to explore the path of the evaluation of allocation performance of public service facilities in new towns and its optimization guidance.First of all,the paper combines the research,clarifies the connotation of public service facility allocation evaluation,and establishes a framework for the performance evaluation of allocation of public service facilities.Secondly,with the public service facilities classified and summarized,the paper constructs the basic indicator system of facility allocation performance and empower the indicators through the analytic hierarchy process.The paper determines the evaluation measures and calculation methods based on facility accessibility and facility diversity.On this basis,the paper improves the index system of performance evaluation of public service facilities'allocation.Then,taking the Sino-Singapore Eco-city as a case to measure its accessibility and diversity scores of public service facilities.The paper carries out the comprehensive performance of public service facility through the fuzzy comprehensive evaluation method.Finally,take the residential price as a reference sequence and calculate its correlation degree with performance of various public service facilities through the gray correlation analysis method.Based on the results of the performance evaluation and the analysis of the capitalization ability of various facilities,the paper takes the Sino-Singapore Eco-city as a case to explore the optimization guidance of public service facilities in the new city under the background of financial constraints.The final conclusions of the paper are as follows:(1)The residential price of the new city is positively correlated with the configuration of public service facilities,but the further away from the city center,the lower the degree of association between the two.(2)The characteristics of the capitalization ability of public service facilities are different between the new town and the old town.In the new town,the correlation degree between the basic education facilities and residential price is not as high as that of the old town,and the result of medical facilities are the same;commercial service is the most important basic service in the primary development stage of the new city,and its correlation with residential price is the highest;public transportation service is second only to commercial service to the new city,but its diversity is not positively correlated with residential price.It can be speculated that there is a strong marginal alternative between conventional public transport and mass transit fast traffic in the new town.The latter does not form an absolute advantage,which may be related to the low traffic pressure and small built-in characteristics of the new town.(3)Based on the results of performance evaluation and the conclusion of facility capitalization analysis,the paper believes that there are two paths that can be referenced in the performance optimization of new city service facilities under the background of financial constraints:First,guide the construction timing and direction,avoiding the lack of performance of public services.Second,clarify the contradiction concentration point of public service supply and demand,including the service types and spatial distribution of supply gaps,targeted optimization to reduce inefficient investment,and improve the utilization of limited funds.
