With the acceleration of economic globalization,the trades between various countries and regions become more frequent.As the nodes in the global container transportation network,container terminals are more and more important.The continuous increase of container throughput and the development of large-scale ship bring forward a higher demand for the operational efficiency of container terminal.In order to promote the efficient and economical operation,the terminal must carry out effective management and scheduling of resources to reduce the turnaround time of ships and trucks and reduce the operating costs of the terminal.Container yard plays an important role in the daily operation and management of the container terminal.The operating efficiency of container yard directly affects the operational efficiency and operation cost of the whole port.How to allocate the space resources of the yard and how to schedule the mechanical resources of the yard is a matter of great concern to the managers of the port.On the other hand,the problem of global climate change is becoming more and more serious.The pressure of energy saving and emission reduction faced by container terminals is also increasing.The construction of green and low-carbon port is the inevitable trend of port development.Therefore,it is very necessary to study the optimization of resource management and scheduling of the container terminal yard with energy consumption considered.In this paper,the operating system of container terminal yard is thoroughly analyzed,including the resource of yard,the influencing factors of the operating efficiency and the energy consumption.In order to realize the overall optimization of the yard operation,this paper uses the method of the regional balance planning to make storage plan,integrating the storage space allocation problem for outbound and yard crane scheduling problem into a whole.Considering the safety distance and the workload balance between yard cranes,a collaborative optimization model of storage space allocation and yard crane scheduling problem in container terminal yard is established with the objective of minimizing the waiting time of trucks and the energy consumption of yard cranes.A hybrid simulated annealing genetic algorithm is designed to solve the model,obtaining the schemes of bay allocation and yard crane scheduling for outbound containers.In order to illustrate the effectiveness and applicability of the model and algorithm,this paper conducts a large number of numerical experiments by changing the number of yard cranes,the number of bays and the number of outbound containers.The experimental results show that the proposed algorithm in this paper has better results and a faster convergence speed than the traditional genetic algorithm.Compared with the traditional yard planning method,the method of the regional balance planning adopted in this paper gets better schemes of bay allocation and yard crane scheduling,which can effectively reduce the waiting time of trucks and the energy consumption of yard cranes.
