Environmental Economic Analysis And Evaluation Of SH Crude Oil Terminal Expansion Project

Crucially supporting to realize the development and opening strategy of tianjin binhai new area,Tianjin port is the main port of our country and an important junction of the comprehensive transportation system,as well as,the transportation hub and the external communication window.Construction of the expansion project of Tianjin port SH crude oil terminal is for ensuring our oil security,meeting the needs of tianjin port oil throughput development,supporting Tianjin petrochemical project and its economic development,effectively reduce the crude oil transportation cost of the hinterland petrochemical enterprises and complying with the requirements of international shipping.While promoting rapid socio-economic development,the booming construction of crude oil terminal brings various pollution and damage to the ecological environment,water environment and other environment of Tianjin port area.Therefore,environmental economic analysis and evaluation of port construction projects are not only the needs of the port construction project but also beneficial to the overall measurement and economic accounting of the port construction.Meanwhile,this paper can make people understand the seriousness of environmental economic losses quantitatively and the importance of building a green port as well as provide basis for decision-making and construction of port projects.Based on the features of SH oil terminal expansion project,adopting technical economic analysis,social impact analysis andmarine environmental impact assessment as the theoretical basis and research tools,this paper analyses the influence of the port construction on environment and defines the scope of environmental impact of the port construction project.Through analysis and screening,the specific contents and factors of the port construction environment economic losseses are determined.It also establishes the modal of environmental damage losseseses and comprehensively summarizes the currency method for environmental damage which is widely used in domestic and foreign countries.It makes the monetary research to losseses of the port construction project water environment,the ecological environment and other environment.This paper uses scientific method to construct out of the port construction environmental and economic losseses of ecological evaluation index system.Then it uses the the method of the evaluation of economic losses of the port constrction in this research environment to make the evaluation of environmental ecomomic losseses to SH crude oil terminal.Based on all above,it puts forward countermeasures and suggestions on environmental protection.
