Western Jilin Province enjoys flat and fertile land and great optothermal conditions,thereby being an important food and animal husbandry production base.However,problems such as drought,lack of rains,shortage of water resources,insufficient diversion works,backward engineering construction and so on also exist in the area.Shortage of water resources is a core element that restricts the economy in Jilin Province.Comprehensive utilization of connection of rivers and lakes water supply engineering in rain-flood resources of Western Jilin Province is a symbolic project to improve the ecological civilization standard and construct a beautiful Jilin Province.It can settle the shortage of regional water resources well and create important and far-reaching influences on the economic and social development of the entire Jilin Province,thereby having critical strategic significance.This paper is a research on the reasonable allocation of water resources in“connection of rivers and lakes”of Western Jilin Province.Firstly,there is an investigation on the conditions of the natural,social,economic and water resources in the area.On this basis,it is a prediction of the economic and social development indexes of the area,including town development layout,population development,farmland under irrigation,wetland rejuvenation area and water-use for environment in towns.Then,it is analysis and calculation of the total supply and available water supply of surface water in the area;empirical coefficient is adopted for the calculation of ecologically available water supply in the area.Furthermore,index-control method is adopted for reasonable allocation of water resources in the area,and condition of supply and demand of water resources is analyzed.In the end,on the basis of the analysis of rain-flood resources in the area,water resources allocation of“connection of rivers and lakes”flood-igniting is calculated.After analysis and calculation,the total water demand in the area in 2030 will be6.399 billion m~3.Ecological water demand for production,life and town will be 5.356billion m~3 and rural ecological water demand will be 1.043 billion m~3.In comprehensive planning of water resources,ecological water compensation to four wetland core areas like Ocean Xiang will be 0.267 billion m~3;considering irrigation area and urban recession flow utilization quantity,the available water supply will be0.558 billion m~3,and water deficit will still be 0.485 billion m~3.The average flood-igniting water resources at the intake of connection of rivers and lakes will be0.534 billion m~3,and supply water quantity will be 0.201 billion m~3,while the total quantity of flood-igniting will be 0.33 billion m~3.973 km~2 of wetland area will be recovered and improved,443km~2 of water will be increased,4928km~2 of lake marsh wetland in the area will be recovered and expanded,which is equal to 74.7%of that in the 1950s in general.The average leakage of the project is 137.33 million m~3.It is expected that the refilled groundwater run-off will reach 48.1%of the leakage to the maximum during the 10 years to 2030,and 8143.74 km~2 of underground water deficit area will be recovered to the maximum,which can solve the water shortage in the area to some extent and ecological environment of underground water will be improved.
