Study On Water Resources Allocation Of “Water-Saving Irrigation Projects” At Tongyu County In Jilin Province

Tongyu county is located in western part of Jilin Province,due to the deficiency in rainfall,the seriousness of drought as well as wind damages,it is not suitable for rain-fostering agriculture.The implement of “water-saving irrigation projects” in Tongyu county is a beneficial-oriented project which will advance the rural economic development,increase the rural income and is also a important guarantee for the national grain safety and security of water sources.The domestic and overseas researchers have made efforts on the study meticulously aiming at the security effect water source acting on grain production macrocontrol and regulation of water resources optimal allocation and boosting efficient utilization of water resources,etc.By studying the argumentation scheme of water resources in Tongyu county in term of “water-saving irrigation projects”,the scheme for reasonable development and utilization of water resources is put forward,which will realize optimal allocation of water resources,guaranteeing the increase in grain production and farmers’ income and as well achieving the goal of reasonable development and the effective protection of water resources.This is of great practical significance.Firstly,we investigated the previous research achievements and made qualitative analysis on the local current situation and development and utilization of water resources.Afterwards,via quota method and referring to “Sci-tec project of high yield of grain ”of Jilin province,the water demand is confirmed,and combining with the local rainfall capacity and the soil property simultaneously consulting the experience gained from existing irrigation engineering and the water-saving irrigation project implemented recent years,comprehensive analysis was made and irrigation requirement is determined.Finally,the exploitable water yield is calculated and then driven well layout plan ascertained based on subregion modulus of groundwater resources.By research and analysis of hydrogeological condition,determining the supportive scheme for water resources as follows: the water yield intaking designed in scheme region is 75,840 thousand m3,among which the newly increased area for water intaking 39,532.8 thousand m3,remoulded area for water intaking 36,307.2 thousand m3,the remoulded area can save water 62,263.8 m3 compared to program implementation before.However,due to the huge remoulded area and large amount of water saving,the water are saved 22,731 thousand m3 comparing the before and after scheme implementation.Water intaking for the whole county decreased to 153,482 thousand m3,with the exploiting and using rate dropping to 36.9%,enhancing the developing potential of underground water in Tongyu county.And by surface water,underground water and the combined supplying of water,the requirements for water resources in term of “water-saving irrigation projects” can be guaranteed thus achieving evident environment benefits and economic benefits.
