The Liaohe river Basin in Jilin province is the region where the degree ofexploitation and utilization is higher and water conflict is sharper in China. Theecological water requirement was occupied by economical water utilization due tothe uneven distribution of water resources, which seriously affected the sustainableeconomic and social development of the study area and downstream, LiaoningProvince. As an effective evaluation measure for water resources utilization in acountry or region, the theory of water footprint is proposed, and it was defined as thevolume of water needed for the production of the goods and services consumed bythe inhabitants of the country. Based on the theory of virtual water, water foot Printtheory included virtual water consumption in the socio-economic system, whichbroke away from the traditional evaluation method of water resources utilization.Therefore, Water footprint can reflect water occupancy more truly and provide abrand-new research angle for water resource management and water safety.Based on the multi-source and multi-temporal remote sensing data and a large number ofsocial statistical data, with "3S" technology, the paper extracts a variety of ecologicalenvironment factors information: terrain, climate, hydrology land use/land cover change,vegetation, as well as human factors, and make a analysis of each characteristics. ESDAanalyzed the basin water footprint intensity spatial-temporal pattern of17years, andcarry on the partition management of river basin based on these factors. Based onwater footprint theory, the sustainable utilization of water resources evaluationsystem of Liaohe River Basin in Jilin Province and Early-warning index system ofwater security of Liaohe River Basin in Jilin Province were constructed. And thesustainable level of water resources and the early-warning level of water security from1995to2012were evaluated. This paper used the DEA model and a model forcoupling degree to analyze urbanization efficiency, the level of sustainability ofwater resource and the coupling relationship between the two for the7cities in LiaoRiver Basin of Jilin Province from1995to2012from the spatial-temporal view.This paper used the multi-objectives decision-making model. In modeling, differentschemes were simulated to calculate the change trends of the water resourcesallocation in Liao River Basin in2020.The results show that in the time series, the Liaohe River Basin water footprintand water footprint intensity trend to downward overall, from2,931.65m3/millionYuan in1995low to288.15m3/million Yuan in2012. Annual decline is5.30%andthe efficiency of utilization of water resources improve significantly; In the spatialscale, the interval development is not balanced and the space of two elementstructure gradually clear. The energy intensity was the main driving factor ofvariation of water footprint intensity during the period from1995to2012. Thevariation of agricultural products had most influence on that. In the27-year period,the sustainable utilization level of water resources in the river basin was low and theevaluation of composite index was on the rise. In2020, the warning degree threatensto turn into “medium alarm”. In the future, the status of sustainable utilization ofwater resources will be pessimistic. In the aspect of temporal characteristics, thecoupling relationship increased first then decreased. In the initial stage, urbanizationefficiency and the sustainability of water resource system interlaced and impacted.Once both reached a certain level, increase of urbanization efficiency is no longer animportant factor to the enhancement of the level of sustainability of water resource.In the aspect of spatial characteristics, the overall coupling coordination degree ofLiao River Basin is in a higher state. The allocation result is that the water footprintis28.68million m3, and for GDP is2,211.87million Yuan. Water resources supplybasically meets the growing demands of economic and social development at2020,and generated great comprehensive benefits under new allocation, it will be bestsolution to develop and utilize water resources in Liao River Basin.This study can provide reference for the water resources development and utilization of the Liaohe river Basin of Jilin.
