With the rapid development of China’s economy,the pace of urbanization is also accelerating,car ownership is also rising.The number of cars continue to increase,which not only cause a big challenge for traffic order in cities,but also makes the car parking spaces become very scarce.So,scientific and reasonable planning parking is imperative.The main task of the parking lot planning is to plan the construction scale and construction location of the parking lot.The scale of construction is closely related to the parking demand in the area.In order to predict the parking demand in the planning year,this paper compares a variety of mathematical models for demand forecasting to arrive at the most appropriate parking formation rate model and explores the solution of the model when there are constraints.Then,improvements are made on the basis of this model so that it can make full use of the information of two kinds of extreme investigation samples.After comparing with the survey data,it is proved that the accuracy of the model prediction is improved.In order to determine the optimal construction location of the public parking lot,this paper establishes a multi-objective optimization of the location model.To speed up the calculation of the model and improve the parallelism of the application,this paper proposes a parking partitioning algorithm based on the idea of community network clustering analysis.Location problems in a large range can be subdivided into sub-problems in several partitions.Genetic algorithm is a common method to solve 01 integer programming problem.On this basis,this paper uses the idea of annealing to improve the “selection” stage in genetic algorithm so that it can cope with the situation which optional parking lot is limited in capacity.Finally,based on the theory of AHP,this paper proposes a site evaluation algorithm to quantify the social benefits of the parking lot selection scheme and overcome the subjectivity of the multi-objective linear weighting function.In the application of the parking lot planning theory,this article provides a solution for using ArcGIS to extract road network information data in CAD files.In addition,the format of all data sources is unified into a Microsoft Access database and seamlessly integrated with geodatabases in ArcGIS;And based on ArcGIS Engine,the use of C # language,the calling of the dlls compiled by matlab algorithm,this article developed a set of application running on Windows operating system which can assist urban planning practitioners to make decisions about parking lot planning.
