Research On Safety Evaluation Of Ship To Ship And Computer Aided Realization

With the continuous and steady development of our economy,the crude oil imports of our country have continued to rise in recent years.However,the rapid growth in the import of crude oil by shipping is constrained by the contradiction between the shortage of deep-water crude oil wharves and the large-scale development of oil tankers.Ship to ship has the advantages of saving port resources and saving ocean port lanes time.Compared with the ship-to-port crude oil the risk of ship collision,fire and explosion,personal injury and marine environmental pollution facing ship to ship is also higher.By early identification of risk factors and risk sources in the ship to ship transfer of cargo operation,doing operational risk evaluation,improving crew safety awareness and effective management and taking targeted measures to control risks can greatly reduce the probability of accidents,Thus ensuring the safe and efficient completion of the transfer of cargo operation.This article analyzes the ways of STS and the risks existing in the transfer operation.Establish the influencing factors of transfer of cargo operation and the quantitative index system of factors,The fuzzy evaluation method was used to construct the STS safety evaluation system and the computer aided system of STS safety evaluation was established.First of all,according to international and domestic rules,determine the evaluation index system and analyze the influencing factors in the process of crude oil transfer.The weight of each index was determined by expert scoring.The evaluation method of crude oil ransfer was given,the membership function was determined,establish Fuzzy Comprehensive Evaluation Model evaluation of the process of crude oil transit.Crude oil transfer safety evaluation is valid voyage,In order to enable the transfer of cargo operation officers and the management of maritime board to quickly evaluate the process of crude oil transfer.This paper established the computer-aided system of crude oil transfer,facilitate the use of crude oil transfer risk evaluation.So that ship transfer officers and management of maritime board can quickly evaluate the process of crude oil transitThe results of the dissertation have a certain guarantee to the safety of crude oil,preventing environmental pollution,reducing casualties and property damage accidents,and improving economic efficiency.
