Research On Risk Management At Investment Decision Stage Of Shantytown Renovation Project In Qingdao Gansu Road

In recent years,with the rapid development of our country economy,the process of urbanization has been accelerating,however,a large number of “urban diseases” have been emerging.The existence of shantytowns is one of the problems of "urban diseases" in the urbanization process.In the new form,the existence of shantytown and the rapid development of the city are extremely uncoordinated,living in shantytowns people are more difficult to experience the happiness brought by the economic development in our country.Shantytown transformation is an important project which is put forward by the central government to improve people's livelihood,shantytown renovation is desirable and imperative.Qingdao is the crown city of Shandong Province,the economic development of Qingdao is about the whole economic development of Shandong province.In 2011,the State Council approved the planning of the Shandong Peninsula Blue Economic Zone;Qingdao is the core area and leading city of the Economic Zone.Qingdao shantytown has been the topic of public concern,while shantytowns renovation project is also the planning and development project which is the focus of people's livelihood projects in Qingdao.However,the shantytown renovation project is a complex project,involving the early investment decision stage,tender approval,construction,resettlement,etc.Which have more parties,long cycle,large investment,more tasks heavy,uncertain influencing factors etc.,bring a lot of risks to the shantytown renovation.Among them,the investment decision stage as the first phase of the project,uncertainty factors is the most.The investment decision stage of risk management has important influence the project to smooth implementation.Based on the analysis of the current situation of the shantytown renovation in Qingdao and the review of the risk theory,and based on the investment decision stage of the shantytown renovation project in Qingdao,the causality analysis plan method is used to identify the risk factors of the investment decision stage of the shantytown renovation project,constructing the risk evaluation index system of investment decision stage of the shantytown renovation project in Qingdao,based on the AHP method and the gray system theory has established the risk assessment model of investment decisionstage of the shantytown renovation project in Qingdao.Finally,using constructed evaluation index system and evaluation model to identify risk factors and risk assessment of investment decision stage of the shantytown renovation project in Qingdao Gansu road,determined the main risks of the shantytown renovation project and put forward the corresponding countermeasures,in order to provide a useful reference for the risk management of the shantytown renovation project.
