In recent years,the production and sales of vehicles in China has steadily increased,which leads the rapid development of vehicle logistics.The development of "Highway Overload Management" leads to the decrease of comprehensive cost of highway transportation.Therefore,the transportation demand of railway and waterway increase,providing an opportunity for developing the railway logistics.Railway logistics base,as an important node to develop the logistics service,the service level of which is an important factor on the railway service quality.However,lacking rationality in the capacity coordination and layout of operation area in railway logistics base,result in some problems,including the lack of capacity in operation area,poor capacity coordination between the operation areas and unreasonable utilization of land resources.These problems not only influence the service level but also restrict the development of railway logistics base.It is urgent to optimize the logistics base in accordance with the development in the future to improve the operational capability and service level of the logistics base.Based on the existing problems of railway logistics base and existed findings by consulting a large number of literatures,this study considered the coordination capability between the operation areas,assuming that the area of railway logistics base was determined,the optimization of the operation areas layout were studied in this research:(1)Based on the development of the overseas vehicle logistics,the current development of China's railway logistics and railway logistics base were analyzed.The primary problems of China's railway logistics base were summarized.Thus,the primary content and basic ideas of the optimization of railway logistics base were determined.(2)The capacity coordination between the operational areas of the logistics base of railway logistics base was studied.The influence factors of the ability of operation areas were analyzed.On the basis of system engineering,coordination theory and fuzzy theory,the concept of coordination degree was introduced in this study,and a method of capability of each operation area was developed.Assuming that the area of railway logistics base has been determined,the objective function is the maximum capability coordination between each operation area,the capability coordination model between each operation area was developed.The model solution was conducted by using Python,thus,the number of facilities within the operation areas and the area of each operation area were determined.(3)The layout optimization of the operation areas in railway logistics base was studied.The correlation of the operation areas in railway logistics base were analyzed and quantified by using SLPR The model of the layout optimization of operation areas in railway logistics base was developed,and the genetic algorithm was applied to solve the model.(4)This study took Guangzhou railway logistics base as a case study.Based on the analysis of the existing capacity,coordination degree,and the future demanding of operation area in Guangzhou railway logistics base,the method developed in this study was applied.Considering the capability coordination of operation areas,the layout optimization of the operation areas were conducted,and the optimized scheme of the operation areas layout were proposed and evaluated.
