The railway logistics park is a considerable node of the railway freight transportation system.At the same time,as an important window of railway freight transportation,it bears the function of cargo turnover between railway and city.It can make full use of the existing station facilities to accelerate the circulation of goods.Local governments and railway head office attach great importance to the planning and construction of railway logistics bases.Functional area layout planning is an important task in the planning and design process of railway logistics bases.The rationality of planning will affect the operation efficiency,logistics cost and customer satisfaction in the operation of logistics bases.Therefore,the use of appropriate methods to achieve the optimal layout of each functional area is of great significance to the advantages of railway transportation and the efficiency of logistics system operation.This paper reviews the research literature from the three aspects of freight volume forecasting,layout planning and operation organization optimization,and on-the-spot investigation,starting from the practical problems of the layout planning of the functional area of Ordos Railway Logistics Base,the theory and application of the layout planning of the functional area of railway logistics base Research:(1)An overview of the basic theories related to the layout planning of railway logistics bases.Explain the basic concepts,analyze the common cargo categories in the logistics base,and divide the functional areas according to the cargo categories.(2)Analyze the background and significance of the planning and construction of the new Ordos railway logistics base.This paper introduces the background of the Ordos railway logistics base,and analyzes the significance and conditional advantages of Ordos planning and construction of this logistics base from the industrial base of Ordos,transportation conditions and the development of logistics industry.From the perspective of railway freight transportation,it analyzes the functional orientation and characteristics of the Ordos railway logistics base.(3)Combining the theory and method of railway freight volume forecasting,the freight volume forecast of the Ordos railway logistics base is completed.The theory of attraction scope of railway logistics base is expounded.The gray GM(1,h)prediction method and BP neural network prediction in the quantitative prediction method are selected,and the combined prediction model is designed accordingly.The gray correlation analysis method is used to eliminate the influencing factors index which is weakly related to the freight volume.Firstly,the single forecasting method is used for forecasting,and the IOWA operator is used to induce the data sequence according to the single prediction precision,and then the combined forecasting model is used.Then forecast the freight volume of the logistics base;finally,achieve the example application of the Ordos railway logistics base.(4)The improved SLP method is proposed.The multi-objective optimization model is established with the maximum sum of the comprehensive correlation coefficient of each functional area of the logistics base,the minimum internal and external cargo handling cost and the highest land utilization rate,and the genetic algorithm is designed to solve it.Finally,adjust the program according to the actual situation.Combined with the engineering example of the Ordos Railway Logistics Base,the functional area layout planning check is carried out to obtain the optimal functional area layout plan.
