In recent years,due to the adjustment of the industrial structure and the improvement of the national economy,the tertiary industry and the residents'electricity load are on the rise,and the peak-to-peak power demand gap has become increasingly prominent.On the other hand,the access of large-capacity UHVDC power transmission systems at the receiving end is at risk of generating huge power shortfalls.Compared with the investment of power generation installed capacity,the demand response cost is lower,which can flexibly and effectively alleviate the contradiction between supply and demand.Modern communication systems and smart meters have the ability to respond quickly to demand-side resources to help regulate the balance of power supply and demand.The implementation of interruptible load is an important way to carry out active demand response on power demand side and is widely used worldwide.It is also one of the load types to promote demand response in our country.Therefore,it is of great significance to study the cost-benefit analysis and optimal scheduling model of interruptible load projects in their implementation of the previous and mid-term operations.Interruptible load and direct load control are important components of the incentive demand response.First of all,it puts forward the management plan in the process of implementing the interruptible load project which participates in by the power grid,load aggregators and users,discusses the cost and benefit evaluation model of each party in detail,Market-oriented financing channels for different sales-side utilities.The example illustrates the role of the proposed management options and sources of financing by analyzing the cost-benefit characteristics of each participant.Then,based on the status quo of the consumer baseline load calculation methods for foreign countries,this paper proposes a method for calculating the baseline load of users based on two-way interaction of information,which is suitable for project application,in order to determine the real-time reduction range and user fee settlement method.The example shows the rationality of the proposed method and settlement method.Finally,the uncertainties in the demand response of interruptible load and direct load control make the uncertainty of the total cost of power company scheduling and increase the risk of excessive or insufficient load reduction.The scheduling costs are divided into fixed compensation costs,uncertain costs and risk costs.Combined with the unit commitment problem,a joint optimization scheduling model based on opportunity constraints and risk assessment is constructed.According to the theory of uncertain programming,the opportunistic constraints are transformed into deterministic equivalent forms,and combined with solution of mixed integer nonlinear optimization.The effect of interruptible load and direct load control on the day-ahead scheduling was analyzed by an example,and the effect of cost factor on the schedule was verified.
