The electrical and mechanical engineering of highway includes communication system,supervision system and tolling system,while the information engineering of highway are fundamentally based on software platforms that store/transmit/process data.The construction of these systems are complicated and influenced by lots of unforeseeable factors such as the performance of workers,the status of equipment,the situation of the construction sites and the ever-changing demands,which,consequently,bring lots of risks and uncertainties.In this paper,the author conducted the study of the risk early warming and emergence management of the electrical and mechanical engineering and information engineering of highway(EMI system).The paper starts with the introduction of the EMI system,which includes the fundamental sub-systems and the characters of the highway investments and construction.The author introduced some classical tools and theories for risk-identification and management and then applied the Delphi Method and the Questionnaire Method to analyze the risks of the EMI system,based on which the author applied the Analytic Hierarchy Process(AHP)Method to conduct the quantitative analysis and identified the main risks of the construction of the EMI system of highway.The author then conducted study on the early warming of these risks.The paper includes the study on the classical and common risk management strategies,and the study on the critical principles and foundations for people to conduct the emergence management and further come up with certain emergence plans regarding the identified risks and the fundamental framework for the constant risk-supervision mechanism of the EMI system construction.
