With the development of civil aviation in China,passenger transport volume,cargo and mail throughput are increasing year by year.The workload of air traffic controllers is also increasing,and the probability of human error increases continuously.Therefore,in order to effectively avoid or reduce the occurrence of fault of the controller,to ensure the safe operation of civil aviation in China,it is very important to study the influencing factors of the controller's human error and the correlations between them.On the basis of the previous field investigation and a large number of literature research,this paper studies the factors influencing the human error of controller from four aspects: human,machine,environment and management,and getting a total of 23 influencing factors.In the correlation analysis of the subjective and management factors,the first seven factors are selected by the analytic hierarchy process(AHP),and then the relevant index data are collected by the questionnaire survey method.SPSS software is used to analyze the data and getting the correlation relationship between the controller's human error and the influencing factors,and between the various factors.The machine and environment factors have strong objectivity,in the correlation analysis of them,the corresponding index data stripping method is formulated,then the author analyze and study the actual air traffic control command video and audio,and the related index data are compared and studied,thus the correlation relationship between the controller's human error and the influencing factors,and between the various factors are obtained.On the basis of the correlation analysis of the influencing factors,the early warning index system of the controller's human error risk is established.The expert scoring method is used to collect the early-warning index data of one week in each control area of the Shandong Air Traffic Branch Bureau,and the data are modeled and simulated by using the rough neural network and the grey clustering method,then the corresponding early warning mechanism is established.The use of rough neural network for risk early-warning is the result of qualitative alarm evaluation.The use of grey clustering for risk early-warning is the clustering coefficient of each alarm degree in each control area and it can be regarded as the probability of warning of every warning degree.Combining the two early warning mechanisms organically,and the subjective and objective data are combined when the early warning index data are obtained.The two level risk early warning mechanism of controller's human error is built,which improves the accuracy and feasibility of early warning.This paper intends to apply the two level risk early warning mechanism to the Shandong Air Traffic Branch Bureau,to establish its corresponding long term risk early warning mechanism for the controller's human error,and elaborate the application steps.
