Research On The Current Situation,problems And Countermeasures Of The Implementation Of The River Chief System In Liaoning Province

With the continuous improvements of China's economic and social development,noting the growing concern over the environmental issues around the world,China has paid more and more attention to the work of environmental management and protection,and has listed the construction of ecological civilization as an important part of the cause of socialism with Chinese characteristics.As an important part of the construction of ecological civilization,the management and protection of river and lake has been paid great attention by the Central Committee of the party and the State Council.Liaoning Province,known as the eldest son of new China,is the cradle of new China's industry and one of the important heavy industrial bases in China.The environmental problems produced by industrial development are combined with the characteristics of the natural environment in Liaoning,a series of serious problems in the water environment,such as the lack of water resources,serious water pollution,damage of water coastline and water ecology,etc.have been created for a long time,the mother river of the people of Liaoning-Liaohe River,even was included in the national list of "3 rivers and 3 lakes" which should be managed specially.The Liaoning Provincial Committee and the Provincial Government respond actively and continuously,increase investment of the water environment management,create a new management system,and have achieved phased results.November 2016,on the basis of summing up the successful experience of local water environment management,the office of the CPC Central Committee and the office of the State Council formally issued “The Opinion on The Overall Implementation of The River Chief System”.Liaoning will take this as a favorable turning point,to solve the existing problems fundamentally,such as “more dragons on one river” which leads to a lack of responsibility,and finally realize the goal of "Clear the Rivers in Liaoning and Revitalize Liaoning Development".On the basis of defining the relevant concepts,ie.the River Chief System and the integrated management and overall goverance of the river basin,etc.,a theoretical framework is behoved to be constructed to analyze the current implementation of River Chief System in Liaoning Province.Thereafter it is pointed out that there are many contradictions and problems regarding the governance mode,idea and object in the process of implementing the River Chief System.Herewith,based on the overall governance specified in object,content and means,a revelaton is conluded with the trend of reform and innovation in illusion to temporay and permanent solutions of Liaoning river basins.
