Research On Local Government Implementing The River Chief System

Yancheng,where has plenty river and numerous lakes,is a land of plenty.Protecting water resources is not only a political mission,but also the needs of the masses.However,in recent years,water environment problems have occurred frequently,water quality has deteriorated continuously,and the water ecological situation is not positive.These phenomena make Yancheng’s river management becoming more and more difficult.It has been a difficult problem for Yancheng to regulate rivers effectively and give full play to the advantages of water resources.In 2017,Yancheng began to implement the river chief system throughout the city and steadily carry out the tasks of the river chief system.Although it has achieved remarkable results in a short period of time,it still faces many difficulties.This article hopes to analyze the problems in the practice process of the river chief system in Yancheng and analyze the causes,and propose corresponding solutions.The river chief system,in order to solve complex water problems,is a river management generated under crisis.It is a new attempt in the reform of the national governance system in China.This article takes the river chief system in Yancheng as the research object.This article expounds the evolution process of river chief in ancient China and defines the conceptual framework of the river chief system.Based on the theory of water ecological civilization construction,the theory of integrated river basin management and the theory of holistic governance,and combined with the current situation and achievements of the river chief system in Yanheng,the analysis shows that there are many problems in the operation of the river system in Yancheng.The problems is mainly reflected in not implemented,lack of short and long effectiveness.The reasons are closely related to factors such as the construction of the legal system,the impractical operation mechanism and the single governance power.This article analyzes the problems and causes of the river chief system in Yancheng.This article also proposes solutions to the problems from three aspects:law,mechanism and multi-participation.In terms of law,special legislation on the river chief system should be carried out as soon as possible to promote "rule by man and law together".In terms of mechanism,it is necessary to strengthen the team construction of the river chief system and improve their river management level.It also need draw a clear line of responsibility and promote cross-regional and inter-departmental linkages.Furthermore,it is essential to improve the funding mechanism,coordinate special funds,and optimize the market financing mode.In addition,establishing accountability and incentive mechanism for river chiefs is necessary.This mechanism can fulfill responsibility and mobilize the enthusiasm.In terms of multi-participation,we should conduct in-depth publicity,strengthen interaction with enterprises and the public,and give full play to the role of social welfare organizations in river management.
