Qinhuangdao is an important port city along the coast of China, because the port is an important hub port of coal transportation. Xinkaihe waters is located in Qinhuangdao city, which is between east Harbour district and west harbour district of the port, so it is very important. At present, the ship quantity and the port throughput of Xinkaihe waters increased year by year, navigation safety risk increased accordingly. How to operate and develop Xinkaihe waters safely had became an important problem which is not ignored by the Qinhuangdao government. In order to guarantee the xinkaihe waters navigation safety, it is necessary to carry out scientific analysis and evaluation for the waters, to adapt to the development and construction of Xinkaihe waters, promote local economic development.First of all, this paper introduces the research purpose and specific content; secondly, it introduces the navigation safety evaluation methods and the selection of evaluation methods; thirdly, combined with the general situation and traffic environment conditions of Xinkaihe waters carries on the analysis of the port navigation environment; fourthly, use the method of fuzzy comprehensive evaluation to Xinkaihe waters navigation safety evaluation, provide Xinkaihe waters navigation safety measures and management suggestions; finally get the research conclusions. The analysis of this article, which can provide reference for the Xinkaihe port operators and the related enterprises in the waters navigation safety manangement, provide reference for MSA, China’s fishery, Port and waterway administration in scientific suggestions, to ensure the safety of navigation of vessels.
