With the increase of civil aviation traffic,the transportation pressures of civil airports,especially busy hub airports,have also increased.Under such a background,how to improve the airport’s operating capacity under the premise of ensuring safety is currently the focus of research.As a core part of an airport,the runway is one of the key bottlenecks restricting the operation of the airport.However,the current domestic and international studies on runway operations mainly focus on a single indicator and do not form an evaluation standard for its comprehensive capabilities.In order to conduct a more comprehensive and comprehensive evaluation of the runway operation system,this paper draws on the use of performance concepts in other disciplines and introduces the runway operation performance.This new concept has established a runway operational performances evaluation system based on the four major performance modules which are personnel effectiveness,equipment efficiency,runway mission effectiveness and green efficiency assessment.According to the characteristics of each module,different methods are use to evaluate the performance values of each sub-module.Finally,the comprehensive operational performance evaluation of the runway can be calculated.This paper first defines the meaning of runway operational performance.The manmachine-ring-pipe-server system theory is used to analyze the main factors affecting runway operations.Around these factors,runway performance evaluation system is established.Four major performance modules concluding effectiveness of personnel,equipment efficiency,task effectiveness and green efficiency constitute runway performance evaluation system.Secondly,The KSAO model is used to determine the capabilities required for tower control work related to runway operations;The AHP method is used to evaluate the matching degree between the actual capacity of the tower control personnel and the required work capacity at Changsha Huanghua Airport;The ADC model is used to evaluate the runway supporting equipment system performance of Huanghua Airport;The quantitative scale evaluation method is used to evaluate the mission performance of Huanghua Airport runway;The definition of green performance of the runway has been determined and the value of green performance has been calculated.Based on the evaluation of the performance value of each module,the comprehensive performance of runway operation of Huanghua Airport can be obtained through weighted calculations.The calculation results show that the performance valuesand overall performance values of the four sub-modules under the framework of the Huanghua Airport runway performance efficiency system are 0.8052,0.9782,0.80,0.9113,and 0.83 respectively.From the results of the comprehensive performance evaluation scores,it can be seen that the overall performance score of the close parallel runway of Changsha Airport is high,which means that the running capability of the airport runway has a good match with the task demanding,and the running ability is strong.As can be seen from the scores of performance values of the four sub-modules,the current bottleneck in the operation of Huanghua Airport’s runway is mainly due to the personnel and insufficient runway utilization in peak hours.Finally,the correctness of the conclusion of this paper is verified by the results of actual simulator of the Huanghua Airport.
