| Village planning is an important part of urban and rural planning system.It is also the key factor to solve the "three rural issues".Faced with the proposal of rejuvenating the countryside under the new era,village planning is particularly important.However,the village planning in our country lags behind with varying degrees from the legal basis to the content system in urban planning.At this stage,various types of planning such as precise rural poverty alleviation and beautiful rural construction are carried out in rural areas.How to coordinate the "three systems" in village areas to ensure the planning is reasonable and the commencement and implementation of compliance are the key contents of village planning.Based on the integration of "three rules" in the field of village,this paper studies and elaborates the coordination of national economy and social development planning,village planning and overall land use planning at village level.By analyzing the legal basis,the role of the tex ture and other issues of the "three rules",the article analyzes the "three rules" for deconstruction,and according to the specific content of the village involved three indicators.Put forward the "three rules" integration of planning index system theory to connect the planning level "three rules" conflict,repetitive issues.Attempting to clarify the responsibilities and responsibilities of the "three rules" with the planning index system and clearly plan the management and control areas.Combined with the actual village planning Shuanghe Village Qingchuan County content analysis.On this basis,this paper proposes that the integration of "three rules" in the village should be based on the planning index system and the project library system is the planning concept of the means.Provide reference for the further study of village "three rules" integration,and also provide conceptual direction for the further development of village planning. |
