It is reported in the Report to the Eighteenth National Congress of the Communist Party of China: We should speed up improvements to institutions and mechanisms for promoting integrated urban and rural development,with a focus on integrating urban and rural planning,infrastructure and public services.We should ensure equal exchange of factors of production between urban and rural areas and balance allocation of public resources between them.What we aim to achieve is a new type of relations between industry and agriculture and between urban and rural areas in which industry promotes agriculture,urban areas support rural development,agriculture and industry benefit each other,and there is integrated urban and rural development.General Secretary Xi Jinping pointed out at the end of 2013 and the Central Economic Working Conference: “Through exploring the three planning in one or a number of planning in one of the economic and social development,urban and rural areas,and land use planning,achieve the reality in each county(city)that one county or city can only have one plan and one blueprint,and implement it consistently.”In the mountainous areas of northern Sichuan,there are many remaining problems due to its more remote regional location,relatively backward economic development,and contempt for rural planning in the early days.The planning of these areas lacks a deep understanding of the essence of the villages,which is often simply copied to the villages by simply borrowing the ideas and design methods of urban planning.There is neither a fixed model nor a unified standard that can be applied to village planning and design.Previous domestic research has often focused on the study of a certain aspect of the village,with imperfect research methods,incomplete research perspectives and not broad research ideas.There are few studies on this relatively complex area in northern Sichuan by adopting the planning method of “three planning in one”.This article studies the mechanism,legal basis,and main planning content of the "three-plan-in-one" in the village area.It compared aspects such as unifying technical standards,strengthening public participation,organizing and preparing processes,compiling contents,planning results,etc.;analyzed the similarities and differences between the ‘three plans' quota for rural planning,and presented new quota selection sets and the theory of the quota system for rural planning.At the same time,under the permission of the spatial quota control,research was conducted using factor analysis methods,and further consideration and explanation of the site selection and layout of village construction projects in the quota system were conducted;Niutou Village's planning quota system is used to guide the specific content of village planning and design,and a "three-in-one" technical quota system for building rural villages has been constructed.On this basis,this paper proposes the research conclusion,which is,the "three-plan-in-one" in the village area should be guided by the planning target system,outlined by the quota system and carried by the project system.Studying the planning method of "three-plan-in-one" in Niutou Village,Guangyuan City,clarifying the nature of contradictions and conflicts among the plans,defining theorganizational form,compilation process and evaluation technical quota of "three-plan-in-one",and proposing measures on this basis,provide effective guidance for the formulation of plans in similar regions in China,and have important practical significance for the healthy and sustainable development of rural China.
