With the advance of urbanization and motorization,the city traffic congestion is becoming more and more serious.In order to alleviate the traffic congestion,the government designated and implemented a large number of traffic policies and measures.The transport operation monitoring as a key work for the public to not only provides real-time traffic information,but also provides a certain technical support for the formulation of policy measures and effectiveness assessment.At present,the most cities through the running state of the micro-road to identify the operation state of macroscopic,which the traffic performance index to characterize the regional traffic operation.But the technology on how to improve the traffic status played a very limited role,mainly in two aspects: the huge micro-section are often is the frequent congestion road in the city according to the monitoring results of running state.It is not clear that which priority to improve which sections play a greater role in improving the overall operational performance.In addition,the macro traffic index is unable to guide the micro and medium-level improvement measures.This paper attempts to monitor and evaluate the traffic conditions of the regional road network based on the traffic conditions of the congested areas in the medium level,and realize the evaluation of the region with more severe congestion in the city and the evaluation of its operating status,and realize the regions which have a sever congestion in the city,and realize the evaluation of operation states of the regions.On this basis,identifying the source of congestion,formulating relevant improvement measures,at the same time can track the effectiveness of evaluation for medium-level,micro-level measures.First of all,the article analysis the time and space on the law of the congestion according to the floating car data.Because of the stability of the recurrent congestion sections in the running state,so the paper cluster the microscopic congestion from the often congestion sections to determine the medium-term congestion area,and establish the method of identifying the traffic congestion area based on the K-means algorithm.And finally get six recurrent traffic congestion area which are locate within the 3th ring road of Beijing.Secondly,on the basis of summarizing the existing research,the indexes which are evaluation the congested areas in the medium level are selected.According to the selected evaluation index,the evaluation index system of the recurrent congestion areas of medium level to macro whole area network is established.Finally,the weight of each evaluation index is calibrated based on analytic hierarchy process and expert consultation method.On the basis of this,the fuzzy evaluation theory is used to evaluate the traffic status of the recurrent congestion areas,and have a determination of the traffic conditions of the Beijing 3th ring road.Finally,an example is given to illustrate the application of regional traffic conditions.Explored the source of recurrent congestion areas,and then from the micro and macro aspects of the measures to alleviate traffic congestion.
