Strategic Measures And Countermeasures Of Comprehensive Management In Shiyang River Basin

The Shiyang River basin is one of inland river basin in the Hexi Corridor of Gansu Province, Northwest China. Its high density in the population, deep development and utilization of the water resources, most prominent contradiction of water used, and serious ecological environment problems, results in deep influence of the economic development and society stable. Overusing water resources in agriculture and industry, serious insufficient in ecological water requirement, bring on the ecological environment deteriorated, and regional ecological security unproven. Thus, comprehensive management of Shiyang River basin becomes more important and urgent task.The water crisis in Shiyang River basin has been taken into account and started to implement the comprehensive management in recent years, however, the science and the technical questions existing in arid inland river management which urgently needs to be solved are also highlighted. The CPC Central Committee and State Council and provincial party committee and government of the Shiyang River Basin attached great importance to ecological problems. Premier Wen Jiabao has repeatedly made important notes and instructions explicitly pointed out: "We can not allow a second Minqin Lop Nor." Meanwhile, the province introduced a "Gansu Province Shiyang River Basin Water Resources Management Regulations", We have to take this opportunity to accelerate the comprehensive management of the Shiyang River Basin pace, hold fast to the "water" as the key, to take resolute measures to shut-in pressure field, and firmly in greenhouse construction, seriously organize the implementation of emergency projects, in accordance with the law to strengthen scientific management of water resources, and promote the efficient allocation of water resources and sustainable use to promote the Shiyang River Basin comprehensive management of the ecological environment and promote sustainable economic and social development so that the comprehensive management of the Shiyang River basin ecosystem has achieved substantive progress and breakthroughs.
