A Preliminary Study On The Spatial Coordination Mechanism Of Guangdong Provincial Plans

In recent years,the spatial coordination has been reflected in the policy of “Spatial Planning” and “Multiple Plans Integration”,no matter in the policy at the national level,or in the practice at the local level."Space planning" hasn't formed systematic research and practice yet,while “Multiple Plans Integration”,which means to solve “the conflicts in land use” between municipal government departments in the local lever,and make the different plans superposition to find out the conflict and deal with it,in order to pursue a coordinate effect.But,the needs of planning coordination doesnot exist between the different local departments,but also between the different areas.The problem is that the experiences of “Multiple Plans Integration”cannot be used when the range were across the areas.In this regard,European spatial planning could provides historical mirror and direction in the guidelines,which focus on the “policy coordination” and “territorial cohesion”,coordinating the governmental sector strategy between horizontal and vertical levels,and the regional development policy between different areas.As a reform and development of the frontier,the constructions in Guangdong Province has got a rapid development,the Pearl River Delta in Guangdong Province has appeared the phenomenon of agglomeration,the study of coordination between departments and fields is becoming more and important.In this paper,research on the preliminary study is divided into three parts:The first part is about the basic theory research on the planning coordination.First of all,based on the attributes of space and planning,this paper suggests a hypothesis that makes the space as a coordinated tool.Second,based on the concept of territorial planning,it makes the conception of spacial planning and planning coordination more clear and definited.Third,compare with the process of the practice and research of European Space Planning,the research of spatial planning in China was still in a very beginning step.At the last,the nature of planning coordination and spatial coordination would be defined,and the differences between planning coordination and the spacial planning would be more clearfy according the concept of territory.The second part is about the coordination characters in the historical and current situation about the Guangdong province.Coordination existed not only between the departments,but also between the diffenent local governments,which appeared in the coordination planning of the Pearl River Delta.The third part is about the proposal of coordinating mechanism for the planning of Guangdong province.Conbined the contents of the first two parts,with the experiences of European spatial planning,Germenly spatial planning,Dutch spatial planning and England Regional Spatial Strategy,to inspire the research in the provicail spatial coordination.Finaly,make a preliminary proposal of coordination mechanism from the departments to the local governments in Guangdong province.
