Exploration Of Multi-plan Coordination Approval Project Platform Of Xiamen

Multi-plan coordination approval project platform of Xiamen is an important innovation measure to implement Xiamen municipal party committee and municipal government to create a first-class business environment.It was officially launched in January 2016.Multiple-plan is based on town and country planning,land utilization planning and the national economic social development planning,integrating special plans for municipal water,water and oceans into one spatial layout picture.At present,relevant guidelines or materials for the platform is the application and approval process of platform structure,.and the research results on the systematic integration of the platform's operation mode and mechanism are relatively few.This paper mainly discusses the flow chart and logical relation of each stage of the Multiple-plan for approval project platform of the construction project.And according to the responsibilities of the local government,the functional departments and the owner's units in the platform responsibilities and specific division of labor are clarified at vertical levels.Though the project,it analyzes the reasonableness,compliance and timeliness of the platform operation in the approval of construction projects,as well as the openness and transparency of the approval.It is conducive to the leaders in charge of relevant units and operators to grasp the operation mechanism of the platform and optimize their working status.It is also as a model of the approval process of construction projects to other areas for publicity and promotion.In the actual process of platform process,operation mechanism and the detail operation process contains some problems,such as planning to adjust space coordinate time space coordinate,united review group could not agree on limits of project construction demolished,relocated on requisitioned land and land examination,approval of the lack of effective comprehensive scope of project investment information platform project land remising land cross geological exploration works.Through participating in the training on the platform for approval of multi-regulation integrated construction projects organized by the municipal multi-regulation office and visiting the management leaders and managers of the owners' agent construction units in the relevant functional departments of the multi-regulation and integrated construction project approval platform.In this paper,we put forward platform such as adjust the order of platform details,modify the pre-conditions for platform approval,and add the procedures of platform approval and tracking,to run the corresponding optimization scheme,further perfecting platform flow chart of each stage and the corresponding logical relationship,for such as multi rules platform of the reference for examination and approval.At the same time,it is convenient for the vast number of units applying for construction projects to quickly understand and adapt to the new examination and approval system,and improve the efficiency of reporting and auditing work.
