Research On The Problems And Countermeasures Of Construction Resource Liquidity In International Engineering Project

The increasingly fierce completion in the international construction project contracting market put forward higher requirements about the construction resource management,so how to improve the construction resource management level has become the key problem for the international construction contracting company to survival in the competitive market.Due to the international project construction resources liquidity problem is the key issue in construction resource management,so how to summarize the liquidity characteristics and status of construction resources,how to analyze construction resources liquidity problem and solve these problems is the key to improve the international construction resource management level.Base on the date related the construction resource liquidity from Minas Project,this article analyzes the characteristics and the current situation of the construction resource liquidity,summarizes the liquidity characteristics and present situation of different kinds of construction resources such as mechanical equipment resources,human resources and material resources,summarizes liquidity characteristics and status of national,international and local,such as different distribution channels resources,summarizes the liquidity characteristics of construction early,middle,late and other different construction stages of construction resources and analysis the relationship between different construction stages,but also sums up the construction resources liquidity characteristics within the project.On the basis of summarizing the characteristics of construction resource liquidity,this article points out that the circulation channel of construction resource group is not smooth,the supply capacity of local skilled workers is not enough,and the distribution channel of international human resources and the shortage of circulation channel of mechanical equipment flow.This article points out the cost and speed of domestic construction resources and points out the problems of tariff barriers,standard barriers and labor barriers in domestic construction resources flow channels,and analyzes the causes of these problems.In order to solve the liquidity problems faced by the construction resources,the group corporation must build the information platform of resource supplies and demands,establish the system of resource flow and the standard of the use of uniform resource,the company headquarters must gradually internationalized resource integration capability,and gradually realize the regional management of resources,realize the localization of management of human resources,and the project department should establish the value oriented assessment system,establish the whole life cycle assessment system,must fully consider the liquidity problems in the bidding stage,in the contract negotiations stage and in the planning stage.In order to verify the rationality and feasibility of the proposed measures,Minas Project implemented part of the measures at the project department level.The results of the implementation of the results showed the positive impact of the value oriented assessment system for project management,also verified the importance of fully considering the construction resources liquidity problems in the bidding stage,contract negotiation stage,project pre planning stage.
