Research And Design On Cross Provincial Highway Tunnel Management Operation Mode And Rescue Plan

Provincial border makes provincial highway tunnels belong to different highway projects,which,in turn,makes different investment,construction and management.This situation is very different from normal highway tunnel at management settings,operating modes and rescue scheduling and other aspects.Therefore,it have many shortcomings such as difficult management and security risks.Based on the highway tunnel emergency-rescue theory and tunnel constructionmanagement requirements,this paper designs an effective cross-provincial tunnel emergency-rescue method during different conditions(e.g.,bad weather,fire and accident).Relying on the Guangdong Erguang Expressway Co.,Ltd."key safety technologies of provincial highway cross-border at Jiuyishan Mountain" and using theoretical analysis,investigation and numerical simulation,this paper constructs a set of emergency organization system and rescue process.In addition,based on the characteristics of cross-provincial highway tunnels at Jiuyi Mountain,a set of overall rescue plan are developed.Rescue plan under the conditions of normal conditions,power outages,fire conditions and traffic accidents are also discussed in detail.This rescue plan can effectively improve the rescue efficiency under fire and accident conditions and ensure the safety of highway tunnels across provincial boundaries.Therefore,it has good engineering application prospect in provincial highway tunnels.
