As China’s mountainous highway construction industry is developing rapidly, the tunnel and the tunnel group also will accelerate the pace of construction, construction of mountain highway tunnel group career made great achievements, at present, in the world, China has become the country with fastest growing tunnel, the largest number and the most complex tunnel structure. In a great convenience for people to travel at the same time, a casualty tunnel group also threatening people’s personal and property safety.How timely and effective to rescue tunnel group disasters, minimize disaster losses, has become a major topic of great interest to the relevant departments.Therefore, this article focuses on mountain highway tunnel group disaster emergency rescue and emergency plans two aspects. First, by a highway tunnel group’s historical data for disaster accident analysis, obtained with the different sections of the disasters and the distribution characteristics of different times and in accordance with the accident casualty level determining property, casualty loss as a measure of the standard. Then for disaster emergency rescue patrol vehicle dispatching model discussed, based on reasonable assumptions, with a minimum value of the objective function of economic loss, combined disaster emergency rescue tunnel group characteristics, from the three models about resource allocation model selected assignment problem, for patrol rescue vehicles an equal number and unequal situation of disasters accidents are discussed,follow the Hungarian algorithm for solving the model.Combined tunnel group disaster emergency rescue during rescue patrol vehicle deployment, the paper also gives the accident rescue disaster contingency plans, from plans to develop the principles, processes and other aspects of emergency rescue command center and the responsibilities of each participating departments and rescue functions in detail, and to develop appropriate measures and accident emergency rescue plan review system to ensure the effective implementation of emergency plans.
