A Retrospective Study Of The Social Environmental Impact For Hydropower Development In The Middle And Lower Reaches Of Yalong River In Sichuan Province

Hydropower development has brought enormous social,economic and environmental benefits to the construction of local and power supply areas,and has a continuous impact on the social environment.With the construction of Yalong River hydropower development in-depth,short-term and long-term effects of hydropower development on river basin environment become the government,owners,local residents and the social focus problem.The Yalong River is the largest tributary of the Jinsha River River,a total length of 1535 km,which flows through the territory of Sichuan province 1369 km.The middle reaches of the Yalong River and downstream hydropower planning has been completed,after two ~ root estuary reach exploitation scheme adjustment,currently set a total of 12 steps,two downstream beach has been built for power generation,in addition there are 5 ~ in the middle reaches of river cascade in the construction period or early preparatory period.The field of view,household survey,government departments discussion,expert interviews and other forms,to obtain first-hand information;on this basis,the theory and research method of comprehensive application of multi disciplines,using normative research and empirical analysis,qualitative analysis and quantitative research,the combination of theoretical research and investigation research unifies the overall research and analysis focuses on the combination of research methods,study the influence of social environment on lower reaches of the Yalong River hydropower development,the conclusions are as follows:(1)The positive impact of hydropower development on the social environment in the lower reaches of the Yalong River is greater than the negative impact and negative effects through policy adjustment can significantly reduce and eliminate.(2)The construction of the overall power plant will promote local economic growth,the use of deviation-share analysis method,the process of joint operation of hydropower development in the lower reaches of the Yalong River will accelerate the overall slowdown in the growth of the primary industry,and promote the second industry and the third industry growth.(3)after the study,the negative impact of hydropower development in the lower reaches of the Yalong River may result from different aspects,gives the feasible countermeasures,including the resettlement of immigrants,the local industrial interaction and environmental protection linkage etc..Hydropower development is not only a short-term economic and social activity,it will have a long-term relationship with the affected areas,therefore,the construction and operation of hydropower development should be more scientific and sustainable consideration of the coordination between development and operation and local economic and social development.
