Research On Post-evaluation Model And Application Of Small And Medium-sized River Harnessing Project

As an indispensable link of program construction procedure, post-evaluation ofsmall and medium-sized river harnessing project plays an important role in programmanagement. Based on the actual results and benefits, post-evaluation analyses andevaluates the whole process, including project decision-making、construction andoperation；draws experience and lessons in each stage, provides reliable basis forinvestment decision in new projects and improves the scientific level of projectdecision by timely and effective information feedback. Project improvementsuggestions and measures are also presented by evaluation results to further perfectthe project management, improve the efficiency of the project investment, andpromote the virtuous circle of investment and healthy development of small andmedium-sized river harnessing project.With small and medium-sized river harnessing project post-evaluation as its object,this paper makes a research into the relevant theories、methods and application basedon water conservancy construction project post-evaluation theory and method. In theprocess, the characteristics of small and medium-sized river harnessing project areconsidered, the method of combining with qualitative analysis and quantitativeanalysis、scientific computing and experience summary is used.Firstly, it conducts an investigation of small and medium-sized rivers’ currentsituation in Anhui Province, points out the main problems、treatment status of theserivers and the necessity of post-evaluation. Then, it makes a study on related theoriesof post-evaluation of small and medium-sized river harnessing project referring towater conservancy construction project post-evaluation. According to thecharacteristics of small and medium-sized river harnessing project and the principle ofindex system construction, the post-evaluation indexes system are built and defined.With the advantages of analytic hierarchy process and fuzzy comprehensiveevaluation, AHP-FCE model is established. Finally, two typical cases of small andmedium-sized river harnessing project in Anhui Province, belonged to county floodcontrol and farmland protection program respectively, are selected as analyzinginstances. AHP is used to determine the weights of evaluation indexes, and FCE isused for project’s comprehensive post-evaluation in instance analysis. The key topost-evaluation of different kinds of projects are various. Farmland protectionprograms play an important role in flood and waterlogging control mainly, and irrigation water supply next, so its’ post-evaluation mainly focus on the economicefficiency；while for the county flood control programs, eco-environmental benefitsand social benefits are equally important than economic efficiency. The results showthat the post-evaluation conclusions of instance projects are good.
