Post-Evaluation Study On The Social Impact Of Water Transfer Project

Water transfer project is a national strategic large-scale infrastructure project to solve China’s water shortage,optimize water allocation and improve ecological envi ronment,and plays an important role in the national economic development and social construction.Compared with general engineering projects,water transfer projects have complex social and regional nature,and the analysis and evaluation of its impact on society is an important element of post-project evaluation.The Jiaodong Yellow River Diversion Project is an important part of the "T" type water transmission artery in Shandong Province in the South-North Water Diversion East Project,which lays the foundation for the water system connection of rivers,lakes and reservoirs in the Jiaodong area.In this paper,the social impact evaluation study is carried out for the Jiaodong area Yellow River Diversion Project,and the evaluation indexes are selected,the evaluation system is constructed and the model is used for analysis.The main conclusions are as follows:(1)Based on the theory and method of social impact post-evaluation,the content of social impact post-evaluation of the Jiaodong Area Yellow River Diversion Project is proposed,and four primary indicators of socio-economic,social environment,natural environment and social risk and 15 secondary indicators are selected from the problems that may arise before,during and after the implementation of the project and the social benefits and impacts brought about,and a social impact post-evaluation index system of the Jiaodong Area Yellow River Diversion Project is established.The results show that the Jiaodong Yellow River Diversion Project has supported Yantai City to create 369.285 billion yuan of output value in 5 years,and has a positive effect on regional economic development,employment and income promotion,improvement of the investment environment for trade and commerce,scientific research and technological innovation,infrastructure construction,comprehensive utilization of water resources,soil and water conservation and groundwater level water quality.(1)The project has been well understood by the local residents and residents along the project line through preliminary publicity,which has improved the recognition and participation of the residents,and has made proper arrangements for the disadvantaged groups,resettlement,compensation for damages and project management along the project line,etc.The evaluation system established is in line with the actual situation of the project,and the project is running well.(2)The post-evaluation index system of social impact of water transfer project is constructed,and the indexes in the post-evaluation index system of social impact of water transfer project in Jiaodong area are analyzed,and the weights of 4 first-level index points are obtained by calculation,and the weights of social economy,social environment,natural environment and social risk are 0.3972,0.3059,0.1010 and 0.1959 respectively,indicating that the social impact The degree of influence is socio-economic>social environment>social risk>natural environment.The social impact of Jiaodong diversion project is analyzed by fuzzy hierarchical evaluation model and cloud model,in which the scores of social economy,social environment,natural environment and social risk in fuzzy hierarchical evaluation model are73.96,72.21,68.99 and 71.30,respectively.That is,the overall social impact of the project is good,and it has a positive effect on the economy,environment and society of the region where the project is located,with less social risk and good social inter-friendliness;as shown by the cloud model analysis,the degree of socio-economic,social environment,natural environment and social risk impacts are located between excellent and good,with a bias toward good,and the overall result is good.The fuzzy hierarchical evaluation model takes into account both subjective and objective factors,fully reflecting the true impact degree of evaluation indexes;the cloud model visualizes the evaluation results and enhances the intuitiveness of the results,providing a simple and effective new method for quantitative analysis of pos t-evaluation of social impact of water diversion in Jiaodong area.(3)The empirical analysis shows that the water transfer project has a positive impact on the economy,society and environment of the receiving area,but there are also some problems,such as prolonged construction period and increased investment due to policy changes,contradictions in the construction process due to residents’ lack of understanding of the project along the route,and breakage of individual parts of the project beyond the design hours.These problems can be solved by making full use of the existing water transfer project to reduce the risk of operation;strengthening publicity so that the public fully understand the social benefits of the project;reserving sufficient design cycle,taking into account all factors to determine the project investment.Based on the post-evaluation of social impact of water transfer project in Jiaodong area,we summarize the construction and operation experience and put forward targeted suggestions and measures to provide reference for the subsequent construction of related projects.
