The Ecological Compensation Mechanism And Empirical Study On The Shitouhe Reservoir

The protection of water source is a significance key to urban development,the quality of water affects the water security and sustainable development of economy directly.For a long time,the separation of investment and income in the protection of water source has caused serious shortage of water source and low protection enthusiasm,so it is urgent to carry out ecological compensation work.The water supply project of the Shitouhe Reservoir is an important drinking water source to Xi' an city,Baoji,Xianyang and Yangling area.In the area of protecting the water source,the protection zone has invested a lot of human resources,material resources and financial resources,and it also has sacrificed the opportunity of the local economic development because of the protection of the water source,resulting in the huge disparity between the economy of the surrounding county and the serious mismatch between the investment and the benefit.This paper takes the Shitouhe Reservoir as the research object and supports the theory of ecological compensation,Through the methods of field investigation and literature review,comparative analysis,induction and summarization,and carries out the analysis of compensation object and compensation mode,the compensation standard prediction,the compensation apportionment coefficient and the compensation fund distribution through field investigation and literature review,comparative analysis and summarization.On this basis,the ecological compensation mechanism system of the Shitouhe Reservoir is constructed.The main findings and conclusions are as follows:(1)The problem of separation between input and income from the protection of water sources in the Shitouhe Reservoir is obvious.The demand for ecological compensation in the water source area is outstanding.The analysis determines the farmers,the Administration and the local government as the compensation object,taking the government of Shaanxi province and the local government of the beneficial area as the compensation subject,and taking the capital compensation as the main compensation way.(2)At the beginning of the current ecological compensation work,the value of 7 billion 557 million 650 thousand yuan calculated by the ecological service function value method is used as the upper limit of compensation,which is the basis for the determination of the allocation coefficient;the lower limit value of the cost analysis method is 317 million 660 thousand yuan as the compensation standard,and the provincial government is responsible for the Soil and Water Conservation Fund 136 million 460 thousand yuan,the rest is answered by the protection zone.The protection zone was 107 million 450 thousand yuan,and 73 million 750 thousand yuan from the beneficiary area.(3)The compensation funds are allocated according to the order of farmers,administration and local governments.Farmers are compensated according to 500 yuan per mu,the total compensation money is 32 million 60 thousand yuan;the administration is compensated according to the actual annual cost of 3 million yuan;the Taibai county and Qishan county government compensates with the proportion of the population,and the compensation funds are 42 million 670 thousand yuan and 430 thousand yuan respectively.(4)Based on the demand analysis,compensation object and compensation subject,standard,apportionment,distribution and guarantee,the ecological compensation scheme for the water source area of the Shitouhe Reservoir is designed,and the compensation mechanism framework is constructed.
