Zhushuqiao reservoir is the second drinking water source in changsha city, which safeguard supplying safety and healthy drinking water to changsha city, the capital of hunan province. In order to better protecting water resources,carry ing out water resources protection, economy, society and ecological environment sustainable development goals in Zhushuqiao reservoir area, to ensure the basic life need good local residents, maintain the net social benefits of public goods, carried out the research.Using questionnaire survey and binary Logistic regression model, The willingness of the ecological compensation of reservoir residents and beneficiary was analyzed, the compensation mechanism was discussed in this paper, and compensation standard was studied by the cost-benefit analysis.By Logistic regression model, analyzing 600 copies of the ecological compensation intention questionnaire,which recycling from the reservoir area residents and beneficiaries in Xingsha town of Changsha county, found the reservoir construction on the environment, employment and income had a positive influence on willingness to accept compensation. Economic cost-benefit analysis method was used for difference between economic costs and benefits of accounting, cost benefit respectively to calculate the sample village in 2013 respectively,RMB-397800,RMB-486000 RMB-677300, and the difference than were 0.326,0.435 and 0.485 respectively. Found that as the sample village gradually to increase the investment of the middle and lower reaches, still unable to balance the economic cost of spending. Comprehensive utilization of loss compensation and benefit compensation method analysis of the ecological compensation standard, was proposed for the sustainable development of the reservoir ecological compensation mode and policy.
