Water is the source of life,is the foundation of all things to survive.It is the indispensable natural resources of our human life,production and development.Water plays an important role for the human society progress,there's no substitute for precious natural resources.Freshwater resources is particularly important today,which could be used by the humanity of the world's total freshwater resources is roughly 3.45 trillion cubic meters a year,every year the whole water by human is roughly 2.6 trillion cubic meters to 2.6 trillion cubic meters obviously,the total resources of fresh water in the face of the high demand of human beings,is about to appear scarcity.Preliminary estimates by 2025,the world will have nearly 50 countries and 3.5 billion people will be the shortage of water resources quantity.In addition,the waste of water resources is often happen,caused by human factors like water resources ecological environment pollution and destruction are also increase seriously and water quality problems.These things are enough to illustrate what did the human past think "priceless" resources,unlimited environment is already does not conform to the current actual situation,those always think water is the notion of "inexhaustible,an inexhaustible" also must be changed.At the same time,when human demand the water resources of the nature must return to nature,to effectively deal with the economic development of human society,correct coordination and balance the relationship between ecological environment protection and water resources construction.For water ecological environment protection and construction,although our government has also laid down some policies,and also received a good effect,still can not completely solve the problem of water economic development lags behind others'.To protect the ecological environment water resources and construct the water source areas,the economy is still paid a heavy price and sacrifice,the main performance is the water source of local revenue burdened,economic development slowly,industrial development limited which cause loss of opportunity cost,and residents income decrease.Compared with the area where obtain the required water resources,the economy is relatively developed,the residenter benefit from the water resources tapping,live a higher living standards,enjoy the welfare of the economic development.It is unavoidably the economic interests of the contradictions and conflicts cause by the water resource between the two places,to a certain extent,affected the construction of socialist harmonious society ofourcountry.The ecological compensation of water source is very important for water quality protection and water security.It has great strategic and practical significance.Nowadays,it is very necessary to implement the ecological compensation.water ecological compensation is actually a proper coordination of the interests of the relationship between the various relevant stakeholders is an important means of effective,it can effectively ensure the water giving water to the corresponding ecological compensation.Of course,the ecological compensation can be economic form,can also be non economic form.If the parties concerned to seriously implement the interests of water resources and water ecological compensation implementation,it will promote the water and water between the balanced development of the regional economy,the economic development gap caused by water resources,realize the sustainable development of water ecological environment.According to the actual situation,identify the object of water resources of Liaoning Dahuofang reservoir to provide civilian living water is mainly affected by the residents of the area area of Fushun City,Shenyang City,Liaoyang City,Anshan City,Panjin City,Yingkou city and Dalian City,seven city,the residents do not have special instructions refers to the city residents in this paper.This paper focuses on the factors in Shenyang City,Dalian City,Anshan city and Fushun City,the four representative city residents' willingness to pay for ecological compensation and its influence,measure the residents per capita compensation willingness to pay for ecological compensation level and the correction value,ecological compensation amount based on proposed water source in household water use for the reference of ecological compensation payment way.After the survey data collection,using SPSS17.0 statistical software analysis found that four urban ecological compensation payment will by gender,age,educational level,family income and family month gas had a great effectonspending.The result shows that: Shenyang City,Dalian City,Anshan city and Fushun city will ecological compensation four city residents per capita payment levels(corrected)were 139.15 yuan(fixed value of 99.07 yuan),153.13 yuan(fixed value of 113.76 yuan(139.08 yuan),the correction value is 88.01 yuan /)and 109.98 yuan(revised 80.61 yuan);the city residents pay a total of 193.6 million yuan respectively,131.2 million yuan,49.0 million yuan and 47.1 million yuan,the total amount is 420.9 million yuan / year.To calculate seven City the water area residents overall compensation willingness of per capita ecological compensation level is 132.15 yuan(fixed value of 95.05 yuan),Annual ecological compensation tota as 494.2 million yuan.Through value method,cost method of water resources and water method,three methods to measure the water source of dahuofang reservoir in liaoning in ecological compensation amount,calculated result is 2.8887 billion yuan respectively,477.8 million yuan and 392.9million yuan.Will be measured by these three methods in ecological compensation amount and the willingness to pay(WTP)this article take the method of ecological compensation amount RMB 494.2 million per year after comparative analysis,think that local urban residents pay reasonable ecological compensation level should be between the willingness to pay the law of ecological compensation and the water quality of the ecological compensation,between suggest take mid-range between 443.6 million yuan as a reasonable ecological compensation in total;85.32 yuan per capita ecological compensation as a reasonable year quota,this research has the practical significance and feasibility.Ecological compensation is put forward to the unit water and water price decision coefficient determined from city to city residents should pay tapping ecological compensation amount;In the basin area and storage water contribution factor to determine water source regions.Ecological compensation allocations.In particular,the full text is divided into seven chapters,the main content chapters,respectively is:The first chapter is introduction.Illustrate the background about how we selected this topic to this paper and research significance of this paper,and lists a large number of domestic and foreign research results about the water ecological compensation to summarize evaluation,explain the main research methods about this paper,the writing ideas,the innovation points and the deficiencies.The second chapter is the basic theory of ecological compensation on the water source.Mainly includes three areas of economics,Ecology and resource environment.The basic theory of complex has a certain internal connection,thus provides a measure of water ecological compensation level of willingness to pay,to analyze the theoretical framework of the factors affecting the willingness to pay for ecological compensation.The third chapter is the analysis about water source of the present situation of the ecological environment and ecological compensation.the mainly elaborates of water ecological compensation is the present status of problems existing in the water source in the process of the implementation of ecological compensation,and then puts forward the necessity of water ecological compensation.The fourth chapter is the analysis of residents' willingness to pay for ecological compensation.Firstly,the CVM method is introduced.Secondly,the paper gives a detailed description of the design of the questionnaire,the selection of the sample,the organization and implementation of the survey,and the description of the battery data for the four cities.What's more,this paper analyzes the status of ecological compensation willingness of residents in urban areas.Finally,through the CVM method,the paper analyzes and compares the compensation willingness to pay for the four urban residents,the compensation level of different urban residents' willingness to pay.The fifth chapter is the analysis of the factors influencing residents' willingness to pay for ecological compensation.This paper makes some assumptions about the influencing factors of the residents' willingness to pay for ecological compensation.Based on the questionnaire data,we use the SPSS17.0 statistical software to carry out single variable test and construct the Logistic regression model.On the basis of constructing the model,this paper analyzes the influencing factors of urban residents' willingness to pay for ecological compensation separately from two aspects of individual urban residents and the overall urban residents of the four cities.The sixth chapter is the payment of ecological compensation compensation approach based on willingness of residents.Through the three methods of water resources value,cost method,water quality and water quality to compare the ecological compensation calculated by CVM method.It is concluded that the CVM method has certain rationality and feasibility to determine the reasonable compensation amount of the seven cities based on the willingness of the residents to pay is $443.6 million per year,the annual per capita level of reasonable payment of $85.32.The paper puts forward that the urban residents in the affected area shall be paid according to the ecological compensation which is determined by the coefficient of commitment.The seventh chapter is the conclusions and policy recommendations.The main conclusions of the study include the standards of the residents' compensation in the water source areas need to be improved,it is feasible to increase the ecological compensation in water rate,the residents' willingness to pay was affected by various factors,there are significant differences of residents willingness to pay the amount of ecological compensation must be desirable.In view of the research conclusion put forward to strengthen the propaganda of residents on the ecological compensation and the sense of participation,the establishment of ecological compensation and price linkage mechanism,improve residents' culture degree and water use efficiency,make reasonable residents willingness to pay the standard of ecological compensation based on policy recommendations.
