Research On Safety Supervision Maturity Evaluation For Regional Adminstration

With the rapid development and the complication of the overall operations of the civil aviation industry,safety supervision is also facing increasing pressure.However,at present,the regional administration has not yet established an effective safety supervision performance evaluation method.The management departments such as the civil aviation administration can not accurately know the key problems in the operation of the different administration bureaus,and naturally lack the process of continuous improvement of the regulatory capacity.This paper will use the maturity theory in the process of evaluation safety supervision mature degree for regional administration.Focusing on the development needs of civil aviation safety regulatory departments in pursuit of excellent safety management level,accurately assess the current safety supervision status and shortcomings of regional administration.Based on the civil aviation safety supervision system and safety supervision duties,this paper analyzes the safety supervision connotation of the regional bureau.Based on the theory of government performance,the evaluation indicators of safety supervision maturity are established,including five dimensions,organizational management,strategic planning,resource management,process management,and performance results.Further,the safety supervision maturity is divided into five levels,initial level,growth level,mature level,excellent level and excellent level,and a maturity level evaluation standard is established for each evaluation indicators.The improvement order matrix of the security regulation maturity model includes 4 regions,which are the priority area improvement,the improvement area,the advantage preservation area and the advantage weakening region.The weight of evaluation index is determined by the method of ANP.Combined with the fuzzy comprehensive evaluation method in grey system,a comprehensive evaluation method is established.Applying comprehensive evaluation method to evaluate safety supervision maturity of A Regional Adminstration.On the basis of the evaluation results,provide specific implementation measures for the weaknesses of the current safety supervision,specific implementation proposals and improvements are provided for the improvement of safety regulation maturity.
