Research On Management Of Bidding On The Highway Construction Of Chengdu

Highway is an infrastructure that affects the vital interests of the people,and public bidding is the most widely used for the market economy as a trading mode.Selecting highway construction enterprise by opening biding is not only the requirement of market development,but also an effective mean to protect the public interest,so the Highway Law and the Bidding Law prescribe that the project owner should select highway construction enterprise by opening biding except for some special circumstances.Chengdu is the core city in western China,and also an important transportation hub,so the demand of highway transportation in Chengdu is huge resulting in a brisk highway construction market.In 1996,public bidding was first used to select highway construction enterprise in the Cheng Bei Chu Kou Expressway Project.After 20 year's development,public bidding has become the primary trading mode in Chengdu highway construction market.The management of Chengdu highway construction bidding has made great progress because of the improving of the law system as well as the market condition and the spread of digital technology.However,there are still some bad phenomena about highway construction bidding,such as the ambiguity about government's power and responsibility,the inefficient in bidding work,together-conspired bidding,collusion bidding and the illegal subcontracting.These phenomena affect the effectiveness of bidding and the quality,progress of construction project.Moreover,it leads to corruption and restricting of highway construction market development.These phenomena reveal that highway construction bidding management still need to improve.This paper focus on the study of measures to improve Chengdu highway construction bidding management,and choose the process of Chengdu highway construction bidding and the credit evaluation system of Chengdu highway construction enterprise as research objects.This paper first summarizes the recent research results of bidding management around the world,and describes some theories about bidding management on highway construction.Then this paper describes current situation about the process of Chengdu highway construction bidding and the credit evaluation system of Chengdu highway construction enterprise,and analyzes the situation based on the cases that construct situation of Chengdu key highway in 2015 and Chengpeng Highway Widen Construction Project bidding.According to the analyze of current situation,it is pointed out that there are five problems in the process of bidding,including the ambiguity about government's power and responsibility,the defect of the legal system,agency market turmoil,the high cost of information,less use of e-bidding.Besides,there are four aspects needed improvement in Chengdu highway construction bidding and the credit evaluation system including the credit information content and collected way,evaluation mode,credit index and platform uniformity.At last,this paper provides concrete measures to improve Chengdu highway construction bidding management,and one is about bidding process which contains 5 measures like that improving the legal system to define government power and responsibility accurately,improving the information disclosure system to reduce the information cost,improving middle management and later management to increase the cost of rent-seeking,speeding up bidding work standardizing and electronically,improving staff skills,another one is about the credit evaluation system optimization,including establishment of a unified credit information management platform,optimization of the credit information collected way,improvement of the credit evaluation rules as well as credit evaluation methods,the wide range of application of credit evaluation results.The innovation of this paper mainly is that it proposes all-directional measure to improve the management on Chengdu highway construction bidding,which includes both the bidding system optimization and the highway construction enterprise credit evaluation system optimization.Through the analysis of the present situation,it is pointed out that the government should improve the market environment of Chengdu highway construction by perfecting the legal system,clarifying its own rights and responsibilities,standardizing the work flow and improving the credit evaluation system.But due to the lack of theoretical knowledge and work experience of the author,the status quo analysis is still not enough in this paper,and some problem solutions need to be further studied...
