Analysis And Research On Bidding For Construction Projects Of Highway Traffic Engineering

The major method for construction enterprises to obtain highway construction projects is to participate in bidding.The quality and production efficiency of the bidding document are the main determinants of the possibility of the enterprise to obtain the project.At present,there are few researches on the preparation of bidding documents in China.Combining with real cases,the preparation of bidding documents on the basis of current bid evaluation methods were studied in this paper.This paper introduced the bidding method,bidding procedure and project characteristics of highway traffic engineering construction projects,and analyzed the evaluation procedure and scoring standard of four kinds of bid evaluation methods in the template of bidding documents.According to the content of each evaluation method and the calculation method of evaluation price,the proposal of making bidding documents suitable for different evaluation methods was summarized.In this paper,the procedure of making bidding documents in the commercial,technical and quotation documents was explained,key points and difficulties in the process of compiling bidding documents were analyzed,such as qualification,personnel,performance,margin,construction organization design and list quotation,the common problems in the practical work were studied and summarized,and corresponding methods and preventive measures were concluded as well.A typical case of highway traffic engineering construction project used the method of making bidding documents studied in this paper,and obtained satisfactory results.It was verified that this proposal can indeed improve the efficiency of enterprise bidding and increase the chance of winning the bid.Combined with practical work experience,the common problems encountered by bidding enterprises were summarized,and suggestions for improvement were put forward.It is hoped that this paper can be used for reference to relevant industries.
