The edition of2009of "Standard Bidding Documents Of Highway EngineeringConstruction"(hereinafter referred to as the “Standard Documents”) is established onthe basis of fully found problems and extensive research by Ministry of Transport, andit is as the basis of “Standard Bidding Documents”(the edition of2007), consideringthe bidding characteristics and management need of highway engineeringconstruction, modified perfect to the2003edition of “Domestic Bid Document Modelof the Highway Engineering”(hereinafter referred to as “the Model”), and combinedwith a series of rules and regulations and technical specifications on the bidding inrecent years. To strengthen the management of highway engineering constructionbidding, guidance, and regulate the documentation of tender documents and the bidassessment, improve the quality of the construction work and control the engineeringcost, it has the very vital significance.This paper is based on “the bidding law”and other relevant laws and regulationsfiles, it analysed “the Standard Documents” in order to used in project biddingpractice accurately.First, through the comparative study, the author concluded the improvements of“Standard Documents” systematicly, summarize the main innovation points. Anddetailedly analysed the contents of “bidding announcement”,“notes to bidders”,“bidassessment methods” etc.Then, through the further analyses of "Standard Documents", the authorresearched the tenderer should how to use "Standard Documents" well to choose theexcellent construction contractors from the aspect of the documentation of tenderdocuments, the qualification examination for bidders and the evaluation methods, andconstruction units how to make good use of the “Standard Documents” to prepare biddocuments in order to improve the bid-winning rate.Finally, having the concrete highway construction project bidding activities as anexample, through the in-depth analysis of the use request and the matters needingattention of the “Standard Documents”, the author putted forward personal advice ofthe problems of the existence of and the terms whose operability is not strong of the“Standard Documents”.
