In recent years Chinese economy is in a stage of rapid development.The state has introduced a variety of economic growth policies,different domestic industries were therefore greatly improved.In order to meet the challenge of new economy era,solid respond to the industry competition,X Port Group also carries on the comprehensive strategic development.In order to be able to the first to start the first PHC Northeast High Pile Wharf project,hurried the construction before the approval of A project in seaport wharf.But due to time constraints,the early stages of the project inspection and investigation are not completed,resulting in PHC large piles of broken pile,seriously affect the structure and function of accounting for 50%,together with construction lag,project cost increase,and not yet put into production.And because the project is not approved before construction,A High Pile Wharf project will face the fines of 200 million,seriously impact the project pilot and capital operation.If the rough development continued,the post project may be posted,and what's more may lead to more serious economic losses to the X Port Group So it is necessary to establish scientific and effective project management solutions for A High Pile Wharf project,to ensure that the project will eventually be able to complete with high quality.This paper takes X Port development strategy as the research background,the crisis appears in the broken pile of high piled wharf construction in A harbor as the research object,by presenting the actual case of broken pile wharf construction,using project quality,project schedule,project investment management and other advanced project management knowledge and model,to analyze separately from the quality,progress and investment point of view,find the problems of the management of PHC pile wharf in the early stage,design stage,bidding stage,construction stage,and find the root cause of these conditions,put forward project management optimization strategy such as PBE method to scientifically complete project preparatory work,ROQ method to strengthen the construction process strictly to ensure the quality of project,STPA method to reasonably control the progress to ensure the smooth progress of the project and improve the precision of project management,so as to thoroughly resolve the various problems and crisis of A Harbor High Pile Wharf project,ensure the orderly and smooth operation of the project in the near future,and ensure the steady economic growth of X Port Group.This paper put forward PBE method,ROQ method,RSS method and STPA management control procedures,can assist construction units to clarify job aim and management focus in different period,inspire supervision units to improve the internal organizational structure and explore the content of the work,guide the construction units to organize and arrange the construction,and also can be used for reference to the management of the wharf projects of the pile foundation seaport in the north in the future.
