Water resource is an essential material basis for human survival and development. It is an important natural resources can't be replaced. The shortage of water resources is China's basic national conditions, as a large agricultural country, China's agricultural water use occupies a higher proportion, encourage water-saving of agriculture is one of the most effective ways to cope with the shortage of water resources in China. With the spread and development of agricultural water-saving mode, in order to further improve the agricultural water use efficiency and benefit, to the direction of the next stage of agricultural water-saving work, people began to study the water saving about the benefit evaluation of agricultural.1. This paper first discusses the basic theory of agricultural water saving, including the connotation, definition, principle, policy and the necessity of developing agricultural water-saving. Then discussed the development of the situation of agricultural water saving benefit evaluation in domestic and international. Based on this, the paper describes and analyzes the agricultural water-saving development achievements and shortcomings of existing, then proposed improvement measures.2. The paper analyzes from three aspects of agricultural water saving effect. They are social, ecological and economic evaluation. Give a comparative analysis of the research history about the benefit evaluation of agricultural water saving at home and abroad, points out the problems existing in the comprehensive benefit evaluation of agricultural water saving in China.3. The advantages and disadvantages of several common comprehensive evaluation methods are reviewed, respectively as the level analysis method, grey theory analysis method, entropy method and fuzzy comprehensive evaluation method. Then compare each of the methods. Due to agricultural water saving involves too many indices, with uncertain characteristics, this paper based on the advantages of hierarchical analysis and fuzzy comprehensive evaluation method, and improves the problem of the process of determining the weight of the process, establishes the fuzzy comprehensive evaluation model based on the improved AHP.4. According to the construction principle and method of the evaluation index system, considering the characteristics of the development of water-saving agriculture,according to the qualitative and quantitative index analysis method, set up the agricultural water saving comprehensive benefit evaluation index system from three aspects, they are the ecological, economic and social.5. According to fuzzy comprehensive evaluation model and agricultural water saving comprehensive benefit evaluation index system that has been established, apply them to the Chu-xiong Prefecture's Agricultural Water-saving evaluation, obtained the evaluation results, through analysis on the evaluation results, and draws the conclusion that the established evaluation index system and evaluation model can reflect the objective reality of the evaluation object, evaluation result is reliable. We can conclude the index system and the model is reasonable and effective.
