| Heilongjiang province,located in the northeast of China,is an important grain production base.Due to the limited water resources in the province,the construction of water intake facilities,the adoption of water-saving technology and the establishment of a reasonable management system are the keys to the agricultural construction and development of heilongjiang province.After years of agricultural construction planning in heilongjiang province,now heilongjiang province has more than 300 irrigated areas of over 10,000 mu.Most irrigated areas in the province grow rice.During the growing period of rice,sufficient water is needed to meet the growth demand.Therefore,the construction of irrigated areas needs a complete set of irrigation and drainage system to meet the production demand.Due to the early completion of some irrigation areas in heilongjiang province and the limited amount of investment during the construction period,the irrigation and drainage system in these areas is not perfect,the equipment is old and the management system is backward.Therefore,heilongjiang province needs to carry out a scientific and systematic evaluation of the irrigated areas,so as to analyze the existing problems of the irrigated areas and make agriculture in heilongjiang province develop more scientifically and rationally.In this paper,combining theoretical research and instance,respectively for the comprehensive evaluation index system of water-saving,irrigation project of comprehensive benefit evaluation,the sustainable development of the irrigation area and measures is analyzed,and summarizes several water-saving patterns of heilongjiang province to evaluate the overall irrigation area,the main research results are as follows:(1)This paper discusses the distribution and the comprehensive characteristicsof medium-sized irrigation areas in heilongjiang province,analyses the actual operation of the process of the project itself,engineering auxiliary facilities and main problems of management measures and so on,to define the connotation,principles of tank farm water-saving transformation and transformation way,through the survey of the whole province of water-saving improvement project model,puts forward the future in heilongjiang province of water-saving reform tasks and the development direction of the project.(2)According to the actual situation and relevant theoretical basis of medium-sized irrigation areas in heilongjiang province,a comprehensive evaluation system for water-saving reconstruction projects in medium-sized irrigation areas in heilongjiang province was established.The system includes five first-level indicators such as the engineering situation of the irrigated area,the utilization degree of water resources,the operational efficiency of the irrigated area,the management system and the status quo of the ecological environment,as well as 12 second-level indicators.Based on the analysis of the actual situation of six irrigation areas in heilongjiang province,the urgency of water-saving reconstruction project in the irrigation area was analyzed.(3)This paper introduces the problems that need to be paid attention to during the water-saving reconstruction project of medium-sized irrigation areas in heilongjiang province.In view of the problems that may exist in the operation of irrigation areas,Suggestions for the sustainable development of the reconstruction of irrigation areas are put forward from three aspects of engineering measures,economic measures and management measures. |
