Study On Susltainable Utilization And Protection Of Agricultural Water Resources In Shouxian

Water resource is the material basis and guarantee of social economic development,water conservancy is the basic of national economy and agricultural development.Flood disaster,water shortage,water environment deterioration of the three major problems,has been accompanied by the development of human history,but also increasingly become an important factor restricting China's economic and fast and good development.Since the policy of reform and opening up,with the growing of China's comprehensive national strength,expanding the size of cities,population growth,lack of water seriously restricts the development of agricultural production and,is also restricting the transformation of the economic structure of our country,especially to irrigation almost dominated the area of water resources caused by the consequences more serious.Due to rapid population growth and economic development,accelerate the pace of the urbanization process,but also makes the various sectors of the national economy on the water demand is growing steadily,the people's demand for water increases gradually,the water resources supply and demand contradiction is more and more difficult to reconcile.But the water resources are non renewable resources,with more and more waste,the less the amount of water resources.Therefore,to improve the utilization efficiency of water resources,rational development of water resources,sustainable development and utilization of water resources is becoming more and more important.Huaihe is an important grain producing area of Shouxian County basin,is one of the country's first commodity grain base counties.Its food production in the country's ranking occupies an important position in the province of Anhui is also among the best.Agriculture is a mainstay of the Shou county economic development,since the founding of the people's Republic of China,Shou county to carry out the large-scale water conservancy construction,promote the development of rural economy and society,but with the passage of time,water conservancy facilities appear large area of damage,part of the water conservancy facilities lost their original basis functions,coupled with the shortage of water resources,flood disasters,water resources waste and soil erosion problems still exist,the problems existing in the agricultural water resources development and utilization are the adverse factors of Shou county agricultural development,so of Shou county agricultural water resources sustainable utilization research have great significance and shall be put on the agenda.Based on the principle of sustainable development theory,this paper studies the sustainable utilization of agricultural water resources in Shouxian County by using the method of literature reference,the collation of induction,comparative analysis and so on.First introduced the research background of sustainable utilization of agricultural water resources,as well as the domestic and foreign about sustainable utilization of agricultural water resources research;briefly finishing the Shouxian County natural and social economic conditions,analyzes the factors that influence the change of agricultural water resources in Shouxian County,discusses the characteristics of agricultural water resources in Shouxian County using AHP and the theory of Delphy.Shouxian County agricultural water resources sustainable utilization index for screening and determining the degree of membership,the sustainable utilization of agricultural water resources in Shouxian County;a simple analysis of the development and utilization of Shouxian County agricultural water resources present situation,analyzes the main problems of agricultural water resources development and utilization in Shouxian County,such as frequent floods and droughts,rural water conservancy infrastructure is weak,water resources the management system is not perfect,the irrigation utilization rate is not high,a serious waste of water saving consciousness is not strong,water resource intensive Agricultural products,the proportion of larger.Finally,Shou county,combined with the actual situation,reference domestic and foreign experience proposed improving suggestions on Sustainable Utilization of agricultural water resources in Shou county,namely:(1)Make full use of surface water;(2)Reasonable utilization of groundwater;(3)Conservation and utilization of agricultural water resources;(4)Very unconventional water resources utilization;(5)Water storage and discharge and;(6)To prevent pollution;(7)Remediation of soil and water loss;(8)To protect the ecological environment.
