Water is the source of life,the foundation of agricultural development,and the basic prerequisite for the rapid development of agricultural economy.The water resources crisis will cause great distress to the survival and life of mankind,because water crisis directly leads to crises and even crises of survival.Domestic experts believe that the rapid development of China's current water resources crisis will be a great obstacle to realizing the dream of a powerful nation.Since the founding of the people's Republic of China,Henan has persisted in building water conservancy projects,and has kept the most populous provinces in the country with very little water resources.The development of agriculture is hampered by the scarcity of water resources.Comparatively speaking,nearly half of the river water in Henan is polluted by almost uncontainable pollution,and the daily drinking water of the people is affected to varying degrees.In addition,the lagging of water conservancy facilities and the lag of the technical level of sustainable utilization of water resources are still a very serious problem for the sustainable and stable development of agricultural economy and grain production.The old and old water conservancy projects in Henan province can not be used normally,so that a large number of cultivated land can only rely on natural precipitation,and the agricultural economy can not develop steadily.In the nineteen main party of the party,the problem of agricultural and rural farmers is the fundamental problem related to the national economy and the people's livelihood.It is necessary to put the problem of "three rural”as the most important part of the party's work.Agriculture is the most important issue in the "three rural issues",and the development of agriculture is inseparable from agricultural water resources.Through a large amount of data investigation,the paper first analyzes the current situation and problems of the sustainable utilization technology of agricultural water resources in Henan province.Because of the serious lack of cognition,the popularization of advanced technology will be a very important problem,but the reform of agricultural water resources utilization is urgent,and the work is in the present time.In the long run,technological development is an important part of agricultural development.Then it analyzes the application and experience of the sustainable utilization technology of agricultural water resources by Israel and the United States,and points out the key success factors that pay attention to science and technology,government co-ordination and local conditions to choose the sustainable utilization technology of agricultural water resources.Finally,starting from the actual situation of Henan Province,the way out for technological development is discussed,and the development path and safeguard measures are put forward.The main achievements of this paper are as follows:(1)the dialectical relationship between the sustainable utilization technology of agricultural water resources is discussed,and the four aspects of the advanced technology,practicality,sustainability and overall coordination are deeply analyzed and discussed.(2)combining with the actual situation in Henan Province,the pipeline water transportation,drip irrigation technology,sprinkler irrigation technology and regeneration technology are emphatically discussed,and the technological development path of sustainable utilization of agricultural water resources in Henan province is put forward.(3)from four aspects,it puts forward the safeguards for scientific development technology in the sustainable utilization of agricultural water resources in Henan.
