According to the natural,social and economic,soil erosion sensitivity and soil and water conservation function distribution regular,divide soil and water conservation function area,and put forward the strategies of water and soil conservation,ecological protection,rational utilizationof land,and also put forward concrete measures layout and configuration of soil and water conservation,This is Soil and Water Conservation Function Regionalization.Soil and water conservation function regionalization is the basis and the important content of soil and water conservation planning.Tt is significance for guiding soil and water conservation work,adjusting measures to local conditions,highlighting important points,partitioning guidance,classifying management,guaranteeing,promoting economic sustainable development,and also is requirement of the new situation ecological civilization construction.Based on the example of Jiangsu Province,using remote sensing and Geographic Information System software technology,the article evaluated the current situation of soil erosion,soil erosion sensitivity and importance of soil and water conservation function,finally,according to the principle,basis and methods of soil and water conservation function partition,Jiangsu Province was divided into 10 soil and water conservation functional area,regions description,The result will provide a scientific basis for soil and water conservation measures layout in Jiangsu Province,and it also is significance for strengthening soil and water conservation ecological civilization construction.The main achievements of the thesis are as follows:(1)The article surveyed and analysed soil erosion current situation.The main soil erosion intensity is micro and light degree in Jiangsu Province,mainly distributed in hilly and plain sandy area.Soil erosion area in Jiangsu Province is 5437.96km2,accounting for 5.3%of the total area.Among them:hilly soil erosion area is 3176.96km2,plain sand soil erosion area is 2261.00km2.Soil and water loss occurs mainly in the northern edge of the jiangsu and southwest of the Jiangsu low hilly land.(2)The article evaluated soil erosion sensitivity of jiangsu province.According to the current and characteristic of soil and water loss in jiangsu province,Selected and evaluated the degree of rainfall,soil texture,relief and vegetation coverage factor,The results showde that Jiangsu soil erosion sensitivity is mainly highly sensitivity erosion,accounting for 38.32%of the total area,followed by the moderate sensitivity erosion and extremely sensitivity erosion,accounting for 35.21%and 14.34%of the total area respectively,the mildly sensitivity erosion and the insensitive sensitivity erosion is is very small.highly sensitivity erosion area and extremely sensitivity erosion area mainly distributed in huaibei hill district in the north of jiangsu,coastal plain sandy area in the eastern of Jiangsu and NingZhen Yang hill district and YiLi hill district in the southwestern of Jiangsu.(3)The article evaluated of soil andwater conservation function importance in Jiangsu Province.According to the characteristics of natural environment,social economy,land use and soil erosion in Jiangsu Province,the soil and water conservation function importance and its spatial distribution were comprehensively evaluated,based on the evaluation of soil conservation,farmland protection,water quality maintenance and living environment maintenance.The results showed that soil and water conservation function importance in Jiangsu Province was at a higher level,42.10%and 46.44%of the total area had high and medium importance,respectively;soil conservation and farmland protection were main soil and water conservation function in the northern of Jiangsu Province,the central of Jiangsu Province was farmland protection and water quality maintenance,the southern of Jiangsu Province was water quality maintenance and living environment maintenance.The results could provide reasonable references for function division and measures layout of soil and water conservation,and it is of significance for strengthening soil and water conservation ecological construction in Jiangsu Province.(4)The article divided soil and water conservation functional partition in Jiangsu Province.According to the classification principles and basis of soil and water conservation function,using the combination of qualitative and quantitative,the combination of top-down and bottom-up methods,With RS and ArcGIS software technology support.Jiangsu Province.was divided into 10 functional area of soil and water conservation,and the partition was descriped,and put forward the measures layout of soil and water conservation control and the direction and path of the ecological civilization construction.
