Soil and water conservation regionalization has been a focus for basic research of Soil and Water Conservation. In the past, the soil and water conservation regionalization were based on studying the types and intensity of soil erosion, which leaded to the layout of the ecological protection and construction measures have limitations. But the division of functions can meet the urgent requirement.Based on the example of Shaanxi Province, using remote sensing and GIS technology, this paper extracted and analyzed EDM map, land use map, vegetation coverage and soil erosion intensity map factors etc. Then, the paper evaluated the current situation of soil erosion, soil erosion sensitivity and importance of soil and water conservation function. Finally, according to the level of soil and water conservation function partition system, and using qualitative and quantitative combination, the combination of top-down and bottom-up methods, Shaanxi Province was divided into different functional areas of soil and water conservation. As a result,4stair regions,7twain regions and18third class regions were divided. After introducing the regions description, the direction and ways of ecological protection and construction were proposed.This study makes a more systematic analysis of the soil erosion status of Shaanxi Province. And the results provide a scientific basis for guiding to the regional ecological environmental protection and construction, as well as the layout of the soil and water conservation measures. In addition, this study has important guiding significance and practical significance to promote the sustainable development of Shaanxi Province.
