Research On Management Of Nature Reserves In The Perspective Of Public Management

A nature reserve is an area of land, continental waters or sea of importance for representative nature ecosystem, natural concentrated distribution of rare and endangered species of wild fauna and flora, or nature relics with special meanings, which is a specially protected and managed area designed according to the law. Strengthening the management of nature reserves plays an important role in the development of natural ecological research, conservation of biological diversity, conservation of water and soil, environmental improvement and so on.Sanmenxia White Swan Reserve is located in Golden Triangle of the Yellow River region, which crosses theYellow River Strait, is currently one of the most important white swan wintering habitats. Managing Sanmenxia White Swan Reserve has a great importance on strengthening city influence, enhancing the reputation of the city, promoting third industry development such as tourism and accelerating economic transformation. In recent years, Sanmenxia City adheres to handle various measures simultaneously to carry out positive protection work on white swans, which has already achieved remarkable results. However, there also exists some problems in this process such as imperfect system management, ambiguity of power and duties, capital shortage, lack of public participation and ecotourism has low development level. This paper takes public management theory to analyses Sanmenxia White Swan reserve managing work. And on this basis, this paper proposed some constructive suggestions and countermeasures in order to further improve managing level of White Swan Reserve to promote sustainable development of nature reserve.
