The Research On Public Participation In Urban Public Greening Of Xi’an

City public green not only beautify the environment,clean air,to prevent sand,reducing noise and other multiple roles,but also provide recreational,cultural heritage,science education and humanities function,is a necessary condition for building a modern livable city,to improve the living environment,promote tourism and the development of related industries,to enhance the taste of the city,it has very important meaning.The green ecological environment of the city is closely related to the production and life of the public,city ecological environment construction in the development of science and good,not only the government investment in the construction and management,more cannot do without the participation and public supervision,in order to make the city landscape conforms to the fundamental interests of the majority of citizens.At present,Xi’an is trying to build “garden city”,“green city” and “ecological city”.The public greening work in the city has been put on the important agenda of the government.However,urban greening can not be accomplished solely by the power of the government,which requires the unremitting efforts of the public of the whole society.For now,the public participation in Xi’an’s urban public greening is at a low level in terms of breadth and depth,and there are deficiencies and defects in public participation ability,participation channels,system guarantee and source of funds.Therefore,to enhance the public participation enthusiasm and ability to participate in the construction of diversified channels of participation,establish the system of effective security mechanism,to attract a variety of social investment,construction and management to promote more public participation in city public green,to jointly build “beautiful Xi’an”,has very important practical significance of this topic.This paper analyzes the concept of urban public greening and public participation,expounds the relevant theoretical basis,analyzes the necessity of public participation in urban public greening,investigates the current basic status of public participation in Xi’an public greening,analyzes the reasons for the existing problems,and draws on the practice and advanced experience of public participation in urban public greening at home and abroad,and then studies how to take effective measures to improve public participation initiative,capacity and level.We will widen the channels for public participation,pool social investment platforms,put forward measures to promote effective public participation in the public greening of cities in Xi’an,build a common urban greening system,share a new social style of green and beautiful homes,and raise the public green happiness index.
