China as a large agricultural country,small-scale farmland water conservancy projects play an irreplaceable role in resisting water disasters,developing grain production,improving farmers' production and living conditions,and promoting rural economic and social development.In recent years,with the attention of the state,farmland water conservancy ushered in an unprecedented opportunity for development,but subject to many objective conditions,the quality of construction problems increasingly prominent,negative news on small agricultural waters also concentrated outbreak.Investment in huge farmland water conservancy project is completed but can not be effective which is of the highly questioned,while the poor quality of the project has seriously hampered the comprehensive agricultural production capacity.Therefore,it is of great significance to find out the method of controlling and evaluating the quality of farmland water conservancy project in view of the quality problems of current farmland water conservancy project.This article starts with the quality of farmland water conservancy project currently exposed through quality engineering investigation,and clarifies the quality problems of 31 kinds of farmland water conservancy projects.The statistical analysis of the problem shows that the engineering quality problem exists in all aspects of the project construction,including the project decision stage,the survey and design stage,the construction stage and the operation and maintenance stage,and the problem occurs more in the later operation and maintenance stage.There are two main reasons: First,the rights and responsibilities of farmland water conservancy project are not clear and late maintenance system is not perfect resulting in the lack of effective management after the completion of the project;Second,as the quality control is not in place in the decision-making stage,construction phase and survey and design stage of the pre-project,according to the quality of transmission effect,the quality problems in the early stage of construction are concentrated in the operation and maintenance phase.On the basis of investigation on the quality of farmland water conservancy project,the concept of life cycle is introduced,and the factors influencing the quality of farmland water conservancy project are collected and analyzed by expert investigation method.Finally,37 influencing factors are identified involving in the construction of farmland water conservancy projects,survey and design,construction and operation and maintenance of various stages.Using the method of analytic hierarchy process to calculate the weight of each quality influencing factor,and divided into class A important factors,class B secondary factors and C general factors according to ABC classification.In the process of farmland water conservancy construction,we should focus on the monitoring of Class A factors,followed by class B factors,and the key factors to determine the quality of engineering quality can provide strong guidance for the development of quality control measures.Most of the current research on the quality evaluation of water conservancy projects focus on the major high standard water conservancy projects.The evaluation methods and models are difficult to be transplanted to the evaluation of farmland water conservancy projects.Some of the evaluation of the quality of small and medium water conservancy projects are mostly concerned only at the engineering entity quality in the construction phase lacking of macro,systematic and comprehensive consideration of the quality of construction projects.Aiming at the above situation and combining with the research on the influencing factors of the project quality,the project quality evaluation model based on the whole life cycle angle is established,which complements the short board of the quality evaluation of the farmland water conservancy project to a certain extent.The development trend of continuous improvement of construction quality is of great significance.
